Last week it was announced that Becky Francis CBE, CEO of the Education Endowment Foundation (EEF) and member of the UPP Foundation's Advisory Board has been appointed by the new Government to lead its independent curriculum and assessment review. The review is one of several commitments made as part of Labour’s pledge to raise school standards and support young people of all backgrounds to thrive. As a result, Becky will be stepping down from our Advisory Board. She has made a big contribution to the Foundation, including as a key member of our #StudentFutures Commission. In reading over the Fact Sheet summarizing President Biden’s budget, it’s interesting to see the specific investments being made in education. Notably: “Academic Acceleration and Achievement Grants to close opportunity and achievement gaps and speed the pace of learning recovery. These grants to school districts would support evidence-based strategies to increase school attendance, provide high-quality tutoring, and expand learning time, including both in the summer and in extended day or afterschool programs.” These grants are aligned to address the realities of education today - that while we want Every Student to Succeed, they often don’t have equitable access to do so. Chief Executive and Founding CEO of Confederation of School Trusts and Visiting Professor at UCL Institute of Education
Last week, CST published a paper which sets out the contribution of Trusts to the Opportunity Mission. https://lnkd.in/ejmUjKrG The paper explores how a resilient and effective trust sector can work with government to deliver its commitment to provide opportunity for all children. That much of this is not ‘new’ work for trusts speaks to the notion that trusts are already at the vanguard of this mission. The Secretary of State for Education said in a recent TES interview “Overall, we need to move to a system that is more rooted in partnership and collaboration… [The system] has become fragmented, and we need to find ways of working together to deliver better life chances for our children.” CST has long made the case that trusts are the expression of partnership and collaboration. This is hardwired into our DNA – the trust is a group of schools working in deep and purposeful collaboration to advance education for public benefit, under a single, clear governance structure. We should be proud to continue advocating for this. Trusts are public institutions, civic in their outlook, anchored in their communities. It is now more important than ever that we embrace a different mental model of leadership – one that looks up and out. We must work with other civic leaders for a wider common good. This is because the solutions to the complex challenges that face us are beyond the reach of single institutions and single actors, even the state actor. So we welcome this world view from the Secretary of State. As we say in the conclusion to our paper: This government and the trust sector share an enduring mission. Just as NHS trusts are key partners of government in delivering its plans for health care and reform, so too are school trusts partners of government in its mission to transform opportunity for children. Trusts have already been at the vanguard of many of the priorities government is seeking to address. From school improvement to mental health support, from careers education to early years provision, trusts are already forging a path towards opportunity for the children and families they serve. Government can lean into this to establish a new sense of partnership with the sector, one that brings together government, employers, the workforce and localities around a renewed civic energy and optimism.

One of the biggest challenges for education leadership is integrating all funding streams, accountability and strategic improvement ideas into a cohesive, whole experience for our pupil populations. Pupil Premium is a world leader as no other country is investing in this way in the tools to address the gap in learning for families with low income and experiencing poverty. This article on the Education Endowment Foundation website outlines developed strategies for bridging this gap. Still, I remain concerned for those schools where Pupil Premium activities are considered additional activities to the core structure of the school. It is clear that success is achieved where practices are integrated and adaptive curriculum is used rather than additionality is achieved. It is clear that there are many necessary strategies, including high-quality teaching, targeted academic support and the meeting of specific needs dependent on the context, but I remain convinced that curriculum design that is agile to respond to need facilitated by high-quality teachers and understood at all levels of leadership is fundamental.
