According to Urban Institute Research Associate Jorge González-Hermoso, cities facing challenges in their office real estate market and with a pressing need to boost housing supply stand to gain the most from promoting office-to-residential conversions. The report suggests that these cities should consider strategies such as enabling adaptive reuse through flexible land use policies, updating building codes, simplifying permitting processes, and providing incentives like tax credits or property tax abatements. This approach could not only revitalize underutilized spaces but also address the growing demand for housing in these urban areas.
