A Memo from the Assistant Secretary of the Army for Civil Works | Incorporation of Nature-Based Solutions in Civil Works Projects This memo released on Earth Day highlights the growing importance of integrating nature-based solutions (NBS) in Civil Works (CW) projects. Leveraging Engineering With Nature (EWN) principles is key to achieving these sustainable outcomes. The memo recognizes USACE progress in developing NBS, spurred by rising interest from non-federal partners. It emphasizes expanding NBS use while addressing implementation challenges. EWN's lessons and best practices inform NBS integration, emphasizing efficiency, value, and collaboration. By leveraging natural processes and engaging stakeholders, projects can maximize benefits. US Army engineers award JV another Soo Locks contract The US Army Corps of Engineers (USACE) said Ohio, US-based joint venture Kokosing Alberici Traylor (KAT) agreed to terms on a nearly US$223-million option for the more than $1-billion Soo Locks project in Sault Ste. Marie, Michigan, US, on the St Marys River near the Canadian border. (Image: Adobe Stock) The overall scheme seeks to install a new modern lock at the site and update existing lock infrastructure. The most recent option awarded (Option 3) includes “construction of the lock floor, installation of the mechanical and electrical systems, completion of the filling and emptying system, placing soil in between the New Lock and old Davis Lock, and commissioning of the lock chamber,” said Darin White, Inland Navigation Design Center and New Lock at the Soo technical lead.  Phase 3 construction started in 2022 and expected to last seven years. In 2022, KAT signed a base contract of just less than $1.1 billion for Phase 3 of the tri-staged project. Phase 1 (upstream channel deepening) finished in 2022 at a value just less than $60 million, and Phase 2 (valued at around $111 million), which consists of constructing upstream approach walls, is expected to be finished “this summer,” said USACE. “To date, Options 1A (upstream wide wall monoliths), 1B (chamber wall monoliths), 1C (new power plant bridge ramp), 2 (new pump well completion) and 7 (alligator’s mouth mooring area) have been awarded, totalling $503.7 million,” confirmed USACE Detroit District Senior Civilian Kevin McDaniels. In total, the project is valued at $1.3 billion, the vast majority of which has been won by KAT. The U.S. Army Corps of Engineers is today commemorating the 200th anniversary of the Civil Works program. “The Civil Works mission that has been entrusted to the U.S. Army Corps of Engineers is something that makes USACE unique among the world’s military organizations,” said Lt. Gen. Scott A. Spellmon, USACE commanding general. “Our abilities to cohesively perform military, civil, and research and development missions have enabled us to take on and find solutions for many of our nation’s toughest challenges both at home and abroad. “We take great pride in the contributions we make to our nation, her citizens and our armed forces on a daily basis.” The beginnings of the Civil Works mission for USACE are based on two key pieces of legislation passed by Congress and signed into law by President James Monroe in 1824. The General Survey Act of 1824, signed into law April 30, 1824, authorized Army engineers to chart transportation improvements vital to the nation’s military security and commercial growth through the design of state and private roads, canals, and railroads determined to be of national interest. The work authorized in the Act enabled Army engineers to significantly contribute to the nation’s westward expansion and provided legislation that enabled subsequent rivers and harbors acts to authorize funds for navigation improvements. The first Rivers and Harbors Act was then signed into law May 24, 1824, to authorize improvements for navigation on the Mississippi and Ohio rivers, recognizing the vital importance of maintaining navigable waterways for commerce and transportation. Over the following 200 years, Congress and administrations approved additional pieces of legislation that expanded and defined what is the current USACE civil works mission. Hercules Site Services PLC (AIM:HERC)posted its best-ever interim profits and revenues in the six months to end March 2024 boosted by HS2 and demand for its suction excavator fleet. First-half revenues at the civil engineering staff supplier jumped 32% to £48.8 million, underlying profits soared by 91% to £2.1 million while Hercules posted a pre-tax profit of £0.2 million (£0.2 million loss). Brusk Korkmaz, chief executive, said the supply of skilled operatives to both the HS2 Northern Section and other infrastructure sites had risen during the period. “In addition, we have added further new labour supply frameworks, including Costain and Hill Group, which will stand us in good stead in the years to come. "The civil projects division has won a significant number of tenders, new clients include Trant Engineering and Curio Group, and is well on the way to achieving its targets in 2024.
