These facilities support more than 50,000 employees on federal payroll and a large network of government contractors. During the height of the pandemic in 2020, St. Mary’s County, in the heart of Southern Maryland, had the lowest unemployment rate in the state. Local officials are optimistic about the region’s potential to harness DOD investments in weapons defense technologies. The United States Bomb Technician Association, a nonprofit membership association representing more than 2,500 bomb technician firms, bomb squads, and industry and government agencies located its new headquarters in the town of Indian Head in Charles County during the pandemic. Congress has just passed its fourth consecutive short-term spending bill to avoid a government shutdown, extending Defense Department funding at fiscal 2023 levels through March 22. However, the uncertainty surrounding the passing of the full FY24 budget is raising concerns across the board. Five months into the fiscal year, lawmakers have yet to pass a full FY24 budget, leaving the Pentagon in a state of limbo. The lack of full-year funding has not only hindered forward progress that is vital for the country's security and technological advancement but has also put key government programs in purgatory. Furthermore, the House Freedom Caucus' insistence on policy riders in the appropriations bill have further complicated matters, creating roadblocks that need to be addressed. The looming threat of the debt ceiling deal putting government funding on a one-year continuing resolution that would cut spending at the Pentagon and all other federal agencies by 1% is also adding to the alarm. The Pentagon itself has sounded the alarm on the potential consequences of a one-year stopgap funding measure at FY23 levels, with undersecretaries of the Navy, Army, and Air Force highlighting the billions of dollars in "misaligned" funds that would result from such a measure. Moreover, the impact of a 1% sequester on the military's buying power and space modernization projects has prompted the Air Force to warn about the potential repercussions. At a time when the global landscape is fraught with military conflicts and evolving threats, the lack of a full FY24 budget is not only hindering the Pentagon's ability to implement new modernization programs but is also impacting its capacity to support the defense-industrial base. Given the gravity of the situation, it is imperative for Congress to prioritize the passing of the full FY24 budget and address the policy riders that are impeding progress. Defense Reform is a critical endeavor aimed at managing this enormous enterprise by addressing inefficiencies and enhancing the overall effectiveness of the nation's defense business operations apparatus. The roots of Defense Reform trace back to historical moments within the DoD, particularly following major conflicts or shifts in global geopolitics. The current Defense Reform initiative - launched by the Office of the Secretary of Defense in January 2023 - reflects a holistic approach encompassing multiple facets and focused on improving resource allocation, streamlining bureaucratic processes, leveraging data, enhancing technological integration, and fostering performance improvement. These efforts are organized around foundational pillars of defense management: #Governance; #Organization; #HumanResources; #Healthcare; #Logistics; #Acquisition; #FinancialManagement; and #InformationTechnology. Defense Reform should leverage commercial business best-practices modified for the unique government operating environment. Moreover, initiatives should not pursue a “boil the ocean” strategy, but rather take a well-defined subset of problems, identify root causes, and develop focused solutions. At its core, Defense Reform is crucial for national security. It seeks to optimize the use of scarce resources while minimizing waste in the DoD’s business operations to invest in military #capability and #readiness. Requires the U.S. Air Force to transfer certain space functions of the Air National Guard to the U.S. Space Force. But such transfer should not reduce the end strength for the affected state Air National Guard organizations. 2. Requires DoD to convene private equity firms to discuss opportunities in the competition space and address “adversarial predatory investment strategies.” 3. Authorizes DOD to identify poor-performing contractors and require approval for additional contracts. 4. Authorizes the designation of a Program Executive Office for space-based air and ground moving target indication. 5. Directs a review of DOD efforts to acquire new moving target indicator capabilities and related programs. 6. Authorizes the establishment of a Commercial Augmentation Space Reserve program and requires a report on commercial insurance for DoD space support services. 7. PLEASE SHARE and WRITE to your Congress Representatives! Our kids need your help! When a kid is born, as parents, we are quick to think our child is unique and special. I was no different. However, my child turned out to be pretty special, but not in the way you would think. My daughter is 1 in 10,000. She was born with a rare neurological disorder called Rett Syndrome. The disorder is “de novo,” meaning that nor me, or my husband carry the condition. My daughter developed normally until 12-18 months. Then, as she continued to grow she has been complicated with severe learning difficulties, poor motor development and coordination, poor communication, eating difficulties, seizures, loss of the purposeful use of hands, repeated hand movements and dystonia. After the diagnosis me and my family faced a lot of uncertainty with her condition. She regressed at age 2, losing the skills that she has already gained. My daughter could throw a ball before, repeat words, spontaneously call me, and did not have seizures. Everyday that passes by without a curative treatment for Rett, I lose more of my daughter… It is heartbreaking as a parent to see her struggling to live when she has so much potential inside of her. Something curious I read about Rett Syndrome is that this disorder “is like having Parkinson’s disease, Autism, Dementia, Epilepsy, and Cerebral Palsy, Anxiety and Breathing Abnormalities all in one child.” In addition to this, we came to the realization that there is a substantial shortage in genetics professionals, especially researchers. Funding is the main cause. This is greatly needed to continue to advance in this field and to finally find a cure. The only thing preventing finding a cure is funding. We need people that dedicate themselves to further study the variations of the human genome, understand how they contribute to the development of this incurable genetic disorder, and discover how we can eradicate it from the human genome. The demand for gene therapeutic cures for rare disorders, such as Rett, has increased greatly, and we owe those who suffer from it, a solution. I know first-hand how life altering a diagnosis can be. My child’s diagnosis have shaken all aspects of our existence. But it takes one diagnosis to change a life, and one life to change the course of history.

San Antonio is Military City, USA. And that means major economic benefits for the region. Joint Base San Antonio (JBSA) accounted for more than $55 billion in economic activity in 2023. The 14 military stations across Texas had a combined economic impact of $151.2 billion, meaning JBSA accounted for more than a third of all military economic activity. JBSA’s economic contributions have increased by 33% since 2019. The military accounts for approximately 242,000 jobs in SATX—direct and indirect. The growth in military hiring is driven by the cybersecurity, healthcare, and aviation sectors.
