U.S. VIRGIN ISLANDS (August 19, 2024) – The Virgin Islands Water and Power Authority (“WAPA” or the “Authority”) urges the public and electricians not to touch or tamper with any WAPA infrastructure. Unauthorized contact with power lines, streetlights, transformers, and other equipment can cause serious harm to both the system and our customers. As progress from our line crews remains steady, customers may experience fluctuations in power to allow the teams to safely work on isolated/pocket outages in their area. On St. Thomas, portions of Feeder 6A, 7A, 6B, 8B, 9C, and 7C were restored, in addition to pocket outages across the island. On St. John, the line crew continue to repair power lines and clear vegetation to restore power to customers along North Shore, Chocolate Hole, and Fish Bay. On St. Croix, several isolated outages on the following feeders were restored: 2A, 3A, 4A, 7B, 9B, and 10B. In the St. Thomas/St. John district, due to reduced generation capacity caused by the loss of Wärtsilä 3, the following feeders experienced an outage for approximately 3 ½ hours that has since been restored: 7C, 9C and 8A. As the nature and inconvenience of the restoration process following a storm, we are asking for the patience and understanding from our customers who continue to remain without power and for the unexpected temporary outages. On St. Croix, customers on Feeder 9B also experienced loss of power at about 12:30 p.m. but was restored successfully by the line crews within 30 minutes. Restoration efforts remain dynamic as our team strives for full power restoration despite the challenges. DTE is doing tree-trimming along back-of-yard powerlines in my neighborhood. My estimation is that a crew of three is spending about 3 hours in every single yard along the lines. I propose that utility companies and municipal governments should work together with the State to develop long-term plans to move utilities to underground conduits within the road ROW, where maintenance costs will be much lower and storm damage risk will be minimal. In the picturesque coastal town of Riverview lies one of the busiest industrial zones in the country. Amidst the bustling activity of factories and warehouses stood a monument of safety and innovation - the Riverview Industrial Zone Fire Department. Commander Sarah Mitchell was a seasoned veteran of the fire service, known for her forward-thinking approach to firefighting. Her latest pride was the TRS (Turbine Response System), an advanced technology that surpassed conventional fire suppression methods. The power of the turbine response system lay in its ability to achieve maximum impact with minimal resources. Whereas traditional fire extinguishers required gallons of water, the turbine system could achieve the same, if not better, results with only a fraction of that water. This was thanks to the unique design of the turbines, which atomized the water into fine mist. On a sunny afternoon, a fire broke out in one of the factories on the outskirts of town. A warehouse filled with valuable raw materials was engulfed in flames. Commander Mitchell and her team rushed to the scene, armed with the TRS. As thick plumes of smoke filled the air and the heat became unbearable, the team deployed the turbine system. With a powerful jet of fine mist, the turbines began to combat the fire. The mist penetrated deep into the burning warehouse, enveloping the flames and gradually suffocating them. Most notably, however, was the mist's ability to lower the surrounding temperature, minimizing the risk of re-ignition. This was a crucial factor in protecting the neighboring buildings and preventing further damage. In no time, the Turbine Response System had brought the situation under control. The flames were extinguished, the smoke cleared, and the factory was saved from total destruction. As the fire slowly died down, Commander Mitchell proudly watched her team wield the effective turbine system. The success of that day confirmed what she had always believed: in the world of firefighting, it wasn't always the quantity of water that mattered, but the smart application of it. And the TRS was the embodiment of that intelligence - a true hero in the battle against fire.

Remain well back. * Wait until the power is off or the powerlines repaired before starting yard cleanup. The power companies are going to jack rates to pay to repair infrastructure. This infrastructure should have been hardened long ago pursuant to rules passed by the legislature half a decade ago. Further, these same power companies are charging customers full connection fees even though some were out of power for over a week! Connection fees should be prorated for October and no company should recoup infrastructure damages that could have been prevented through hardening. Storms are common and foreseeable. It's time for the power companies to plan accordingly.

Work continues in easements and backyards. This work is slow because we can't use bucket trucks, and lineworkers have to climb poles to restore power. We are finishing restoration efforts today in the northeast portion of our territory for customers who can safely receive power. Heavy work will be occurring along the New Tampa Highway area. As more work is being completed in easements and backyards, please keep gates and fences unlocked and keep dogs inside for the safety of our teams and to help keep restoration moving quickly. Outages 4,300 customers are without power. Customers with damaged electrical equipment or those currently contending with flooding may be unable to safely receive power until the floodwaters recede or their equipment undergoes assessment and repair by a qualified electrician. Estimated Restoration Times We estimate power will be restored Wednesday, October 16 to all customers able to safely receive power.
