The Consequences of Imagination…and a Lack Thereof One need look no further than the headlines surrounding the latest terrorist attack on U.S. soil to recognize that our adversaries do not suffer from a lack of imagination. Conversely, one need look no further than the statements made in the aftermath of Wednesday morning’s terrorist attack in New Orleans by some in positions of authority (and responsibility) to recognize that many “leaders” in the fight against terrorism continue to demonstrate an abject lack of imagination regarding the terrorist threats we continue to face. And one need look no further than the 9/11 attack and the recent attack in New Orleans to find glaring examples of the consequences that accompany a lack of imagination on the part of those responsible for preventing these very incidents. In the aftermath of 9/11 there were some in those roles who professed “on Sept. 10th no one imagined an adversary would use planes as weapons”. Yet, in January 1995 US intelligence/law enforcement agencies were made aware of al Qaeda’s intentions to do just that in the form of information recovered from the laptop of Ramzi Yousef, at the time al Qaeda’s “Master Bomb Builder” after an apartment he was building IEDs in caught fire. The information on the laptop showed that those devices were being built for the Bojinka plot - a plan to take down multiple US bound aircraft simultaneously using IEDs. Also found on the laptop were details of a plot to crash an explosive laden aircraft into CIA headquarters. Clearly, at that point in time there were some people that could imagine using airplanes as weapons. Unfortunately, they weren’t those responsible for interdicting and preventing those attacks. Fast forward to Wednesday morning and the revelations made by front line “leaders” in the fight against terrorism about the less than adequate protective measures around a high profile location, during a high profile event, at a time when senior law enforcement officials had been warning, for months, of the exceedingly high potential for a terrorist attack on US soil. As many have come to expect there were all sorts of rationale’s, excuses, and deflection of responsibility, for the failures that contributed to the success an attacker with a modicum of imagination managed to acheive. However, none of that negates the fact that the potential for such an attack was well documented in advance by our adversaries. Hell, they even published an article about it for all the world to see. Then, of course, there are the multiple recent and past examples of similar attacks in Europe. But until those in positions of authority at EVERY level of the domestic law enforcement and intelligence apparatus start imagining what adaptive, asymetric, adversaries are capable of, ordinary folks in this country will continue to suffer the consequences of our adversaries imagination, and the lack thereof on the part of those entrusted with their safety and security.
