The #maritime industry has long grappled with the challenge of preventing #pollution in the #marine environment, particularly in relation to oil #tankers. The #Torrey_Canyon disaster of 1967, which resulted in a massive #oil spill of 120,000 tons, served as a wake-up call to the #global community regarding the need for robust regulatory measures to avert such incidents and mitigate their environmental impact. In response to growing concerns over the volume of oil being shipped and the increasing size of oil tankers, the International Maritime Organization (#IMO) took decisive action by introducing measures aimed at enhancing maritime #safety and environmental protection. Central to these efforts was the International Convention for the Prevention of Pollution from Ships (#MARPOL) 1973, which represented a landmark development in international maritime #law. The MARPOL Convention, adopted on November 2, 1973, marked a significant milestone in the global regulatory framework governing pollution prevention in the maritime sector. However, the spate of tanker accidents in 1976-1977 underscored the need for further enhancements to the convention. In response, the MARPOL Protocol of 1978 was introduced, incorporating key modifications to address emerging challenges and strengthen existing provisions. The combined instrument, comprising the original convention and the subsequent protocol, entered into force on October 2, 1983, signalling a new era in international efforts to combat #marine pollution. Subsequent amendments and updates to MARPOL, including the addition of Annex VI in 1997, further expanded the scope of the convention and enhanced its efficacy in addressing diverse sources of pollution from ships. Annex VI of MARPOL, which focuses on air pollution from ships, represents a crucial component of the convention's comprehensive framework. By setting stringent standards for emissions from vessels, Annex VI has played a pivotal role in promoting environmental sustainability and reducing the ecological footprint of maritime activities. As of its latest iteration, MARPOL comprises six technical annexes, each containing regulations aimed at preventing and minimizing pollution from ships arising from both accidental incidents and routine operations. These annexes cover a wide range of #environmental concerns, including oil pollution, noxious liquid substances, harmful substances in packaged form, #sewage, #garbage, and air #emissions. The evolution of MARPOL stands as a testament to the maritime industry's commitment to environmental stewardship and sustainable practices. By establishing a robust regulatory framework and fostering international cooperation, MARPOL has significantly contributed to the prevention of pollution in the marine environment and the promotion of a cleaner, safer future for our #oceans.

From 1 January 2025, ships will be subject to new restrictions on the discharge of garbage, oil, and oily mixtures into the Red Sea and Gulf of Aden Special Areas. This is the result of the following IMO Resolutions: Resolution MEPC.381(80) Establishes the discharge requirements of regulations 15.3, 15.5 and 34.3 to 34.5 of MARPOL Annex I in respect to the Red Sea and Gulf of Aden Special Areas in accordance with Regulation 38.8.1 of MARPOL Annex I. Resolution MEPC.382(80) Establishes the discharge requirements of Regulation 6 of MARPOL Annex V in respect to the Red Sea Special Area in accordance with Regulation 8.2 of MARPOL Annex V. MARPOL Annex I - Regulations 15.3, 15.5 and 34.3 to 34.5: All ships: On or after 1 January 2025, any discharge into the sea of oil or oily mixtures from ships of 400 gross tonnage and above shall be prohibited within the Red Sea and Gulf of Aden Special Areas, except when all of the following conditions are satisfied: The ship is proceeding en-route; The oily mixture is processed through an oil filtering equipment meeting the requirements of regulation 14.7 of Annex I; The oil content of the effluent without dilution does not exceed 15 parts per million; The oily mixture does not originate from cargo pump room bilges on oil tankers; and The oily mixture, in case of oil tankers, is not mixed with oil cargo residues. Oil tankers: On or after 1 January 2025, any discharge into the sea of oil or oily mixtures from the cargo area of an oil tanker shall be prohibited while in the Red Sea and Gulf of Aden Special Areas. This requirement shall not apply to the discharge of clean or segregated ballast. MARPOL Annex V - Regulation 6: On or after 1 January 2025, discharge of garbage into the sea within the Red Sea Special Area shall only be permitted while the ship is en-route and as prescribed by Regulation 6 (Discharge of garbage within special areas) of MARPOL Annex V.
