"How much does it really cost to build a road?" It's often a question we get asked by people outside the industry who look at the headline reports of figures and then question the cost of a project. In the past, it was a fairly easy equation, the length and width of the road factored by the materials and labour used, and you could often work out the rough cost of a 1km section of road from suburban, to medium capacity to high capacity and highway. Why do we keep surprising the public with how much a section of road costs? The simple answer is that we don't communicate the complexities of road structures and the supporting infrastructure well enough so that the public understand that a road isn't simply what they can see and that what they can't see has become more complex than ever before. For example, we visited a major highway project in Queensland recently and the scale of the earthworks, the stormwater drainage, the ponds, the environmental measures, the bridge structures and associated works required before the first bitumen ever goes to site is staggering. On an urban road widening project we are supporting, the traffic switches, the PUP relocations, the number of interactions with properties, businesses, the temporary works, the multiple stages of delivery, the vast community and stakeholder communications programs all add to a cost and for 99% of the public they wouldn't be a cost they would see as part of the cost of the road. As an industry, is it time for us to demonstrate value for money by taking a wider view as to what a project entails, especially when liaising with the community who rightly question the cost of a road, when they don't understand the depth and complexity of a project? #civilprojectpartners #civilprojects #roadconstruction #costestimation #realisticexpectations #civilengineering

Risk-averse optimization for proactive resilience investments in infrastructure systems offers a powerful advantage: It minimizes both the expected costs during catastrophic events and the risk associated with selecting a rehabilitation strategy. In a recently published article, my former PhD student, Dr. Anil Baral and I illustrate how a risk-averse decision analytics approach can be used to help transportation agencies prioritize and optimize rehabilitation strategies for roadside slopes susceptible to rainfall-induced failures. #CapeCod update! The #Sagamore and #Bourne bridges bring traffic over the Cape Cod Canal, connecting the Cape to the rest of the region. The plan would begin with a replacement of the Sagamore Bridge, which is the one that has been deemed in more urgent need of updating. The latest funding will come from the Bipartisan Infrastructure Law’s Bridge Investment Program (BIP) and brings the total amount of federal dollars dedicated to the project to $1.72 billion. The state has pledged $700 million, meaning there is enough money secured to begin on the Sagamore Bridge. The new bridge is projected to be completed in 2034 and, hopefully, the Bourne Bridge project would finish up about 18 months later. Keeping you in the loop: Bill 153, the Building Infrastructure Safety Act, 2023, is currently undergoing second reading at Queen’s Park. If passed unamended, it will mean a number of changes to how Ontario’s Underground Infrastructure Notification System operates. Here are the most important ones: - Utilities will be unable to charge excavators for locates - Excavators will not be permitted to go to the land tribunal to recoup lost costs due to late locates.
