Unfortunately, military expenditure is not only incredibly high but inefficient and inappropriately allocated. On the surface of it, personnel expenditure needs to be reduced significantly and the lion's share of resources must be redirected to the navy rather than the army, given that the sea is the frontier of defence for an island state. Overall, Sri Lanka can improve its military capabilities to better ensure national security with significantly lower levels of spending. Moreover, a more holistic approach is needed to national security than simply focusing on defending Sri Lanka's territorial integrity as it does not directly translate to people being secure. Political tensions are high in the Horn of Africa following the signing of a memorandum of understanding (MoU) between #Ethiopia and #Somaliland, which provides sea access to landlocked Ethiopia in exchange for the recognition of the breakaway territory of Somaliland as a sovereign state. Across Somalia, military operations against al-Shabaab in the central and southern regions of the country continued during the reporting period, with most fighting between government troops and the militant group recorded in Mudug region. Fighting has reached the town of Sake, 15 miles (24km) west of the Goma, the regional capital, the closest fighting has been to the city since the M23 launched their latest offensive in 2022. Both sides appear to be concentrating on a military resolution, with increased regional support for the FARDC encountering the provision of increasingly sophisticated weaponry to the M23, elevating threats around Goma and sustaining instability. #BurkinaFaso – Close to Ouagadougou The al-Qaeda-aligned JNIM extremist group claimed responsibility on 25 August for an attack that it carried out in Barsalogho, located in Sanmatenga province (Centre-Nord region), on 24 August. As many as 200 soldiers were killed in the attack, which took place approximately 40 kilometres north of Kaya – a strategic town critical for the defence of the capital, Ouagadougou. The attack is indicative of the acute and growing presence that JNIM exerts in Burkina Faso. Developments in Barsalogho also demonstrate the state’s dependence on civilians for self-defence initiatives, and will have implications for the security environment in Ouagadougou. To mitigate risks to his governance, interim president Ibrahim Traore may accelerate military support from Russia and Turkey, as well as entrench partnerships with other junta regimes in the region. The AFRICOM Team’s Security Brief analyzes an ambush on Nigerian soldiers in Abia State of southeast Nigeria, killing 5 soldiers and 6 civilians, and Somalia’s statement that it will expel Ethiopian peacekeepers from the country by the end of the year unless their port deal with Somaliland is rescinded. The Nigerian military will very likely use counterinsurgency tactics with the aim of dismantling the IPOB and combatting the ESN in the southeastern region of the country. The phrase Azm-e-Istehkam is another new arrangement formulated by the government of Pakistan for revitalizing the country and ensuring it becomes more secure. It is a plan to fast forward the way Pakistan emerges from terrorism and extremism to destruction. It is not necessarily a new war strategy, at best it is a way through which the strategies already in place will be effective. On previous occasions, Pakistan conducted several large-scale military operations such as Zarb-e-Azab and Rah-e-Najaat. Such operations entailed mobilizing huge forces to regions where the terrorists were known to be CLOD. This led to people in these areas having to flee their homes during these operations. Azm-e-Istehkam is different. It does nothing of scale – and no moving around of masses of people, and no large-scale military initiatives. However, it is centered on employing intelligence and cooperation with other governmental organizations in identifying and containing terrorist groups. From 2015-2022, Nigeria had spent an estimated $16.35 Billion USD on defence spending mostly owing to the Insurgency War especially in the North East. So the question about why we still have increasing mishaps in military precision strikes since 2015 especially across Northern Nigeria. Many of these miscalculated attacks have escaped probe or investigation.
