Im good at this so I want to explain this for young developers.
They are using OCR + pythons extensions etc to conduct image recognition of the licence plate numbers.
The software using a loop and metered approach that first scans the licence plate and recognises it, which then opens the gate. When you drive back out, its scans the plate again, if the number is the database, it checks if the scan record has a second record of the licence plate. If it doesnt, it closes the loop and calculates the fee according rate + time difference inbetween each scan. This now generates a new object, which is the fare to pay. Once you paty the fare, the gate opens.
If you want to build something like this, please simple go to a site like upwork, find developers who do image recognising software and copy and paste what I explained up there.

With the use of Hikvision paid parking solution, the automation of the system includes AI LPR cameras, Eltric Boom barrier gate, Video monitoring Software with integrated payment system, LED screen integration and more. The LPR cameras captures the licence plate of the vehicle during the time of Entry and starts calculating the dwell time and computes the fee according to the parkinglot payment rules. Once the vehicle owner is about to leave, they have to pay at the payment booth before leaving. Upon payment, Exit LPR will recognise the License plate as paid and automatically open the gate. Failure to pay will result in the gate being locked and a reminder genrated and displayed to the LED screen for the customer to see.
Now both the operators and the customer can transparently and efficiently conduct their business.
