If you've been following along on the creative engagement pilot strategies we've shared occurring in rural Oregon, you'll notice they have something in common. They all take a regional collective impact approach. Collective impact indicates a network of community members or organizations who learn together, align goals, and integrate actions to achieve collective change. Benefits include stronger and deeper impact, avoiding duplication of efforts, and leveraging the strengths and assets of each participating organization. Participants of collective impact models gain more ‘muscle’ to leverage government grants and advocate for change.

I am very curious, as are many, to see what changes the #state of #Indiana will be making to these #waivers. There are many people watching to see how the state is going to be addressing the severe lack of services. Hopefully there will be positive change. Not just cuts to try and fix the debacle with the aged and disabled waiver making it even harder to receive services for these vulnerable populations and their families. The state is rewriting Indiana’s Family Supports Waiver and Community Integration and Habilitation Waiver. These waivers provide critical home and community based services. Testimony before the U.S. HOUSE OF REPRESENTATIVES COMMITTEE ON OVERSIGHT AND REFORM SUBCOMMITTEE ON CIVIL RIGHTS AND CIVIL LIBERTIES Regarding “A Threat to America’s Children: The Trump Administration’s Proposal to Gut Fair Housing Accountability” On January 14, 2020, HUD released a proposed rule redefining how jurisdictions will be expected to comply with the AFFH component of the Fair Housing Act.43 The proposed rule effectively eliminates the AFFH mandate of the Fair Housing Act and discards the equity and opportunity lenses that were key to the 2015 AFFH rule HUD seeks to replace. The proposed rule is premised on the notion that if jurisdictions remove the “barriers” to affordable housing development and let the market operate without constraints, it will solve their affordable housing problems and that, in turn, will solve our fair housing problems. It does not acknowledge systemic discrimination or segregation in any way and it completely ignores the connection between where one lives and the opportunities they may or may not have as a result. It ignores the multitude of disparities that have been created and fostered by persistent segregation or the role that decisions concerning the placement and design of housing and community development investments have on producing them. It has virtually no reference to protected classes and it does not require jurisdictions to provide meaningful explanations for how their housing and community development decisions will address the issues they choose to prioritize. The Biden-Harris administration's new parity rule will help millions of Americans gain access to better mental health care. At its foundation, the new rule will clarify and strengthen protections to expand equitable access to these benefits as compared to medical and surgical benefits and reduce barriers to accessing mental healthcare services. Health care, whether for physical or behavioral conditions, is health care. No one should receive lesser care for one or the other, and this new ruling will make that clear.
