Mexico’s military splurged well beyond its original budget allotment last year — and most of those funds were used for infrastructure projects. The Defense Ministry — which includes the army and air force — was approved to spend 112 billion pesos, or roughly $6.6 billion, in 2023, according to the recently released public budget. Targeting Tuesday: The most critical step in the Joint Targeting Cycle is the first one; Commander’s objectives, targeting guidance & Intent. In this step the Commander and his/her staff develop the objectives for the operation. Why is this step so critical? Because it is literally the foundation on which everything that follows is built. If this step is messed up, disjointed, superficial, based on incorrect assumptions, then everything that follows will be as well.
One example I like to use is the word “destroy”. Depending on who I ask (whether they’re Army or Navy or Air Force) I could get very different answers. Are we talking about physical destruction or functional destruction? Are we aiming for 30% or 70%, or even 90% damage? How those objectives are written can seriously constrain tactical operations and result in a very disproportionate weight of effort being applied that could have ripple effects in terms of military power being misapplied and civilian harm.
A really interesting read! When the higher commanders are craving more information, does this interfere with true Mission Command. The perception of reduced risk to those you are commanding ‘in contact’ because you allegedly better understand the battle I do feel often has the opposite effect and stifles innovation and freedom, through unnecessary ordered constraints and a lack of understanding of the true picture on the ground. Information is best placed with those directly engaged to make the right tactical decisions, but only if the part in operational and strategic objectives is clearly and simply articulated to those delivering the effects. I fear that the Information Age has led to much greater constraints being imposed and risk being unnecessarily elevated, the ‘ultimate risk’ is always held by those directly engaged with the enemy, not those orchestrating or planning. By the time orders are delivered, this risk should be ‘ALARP’ for the action to take place.
