Building Strong Foundations: The Art of Constructing Bridge Piers in Water To build bridge piers in water, a cofferdam is first constructed using sheet piles or guide piles. Guide piles are locked by sheet piles, but to completely stop water flow, a second layer of sheet piles is added, and the gap is filled with hard material to resist water pressure. Inner support structures are installed for stability. Once the cofferdam is secure, water is pumped out. For open foundations, the bottom is filled with concrete to create a solid base. In the case of pile foundations, pile caps are constructed on the piles and the piers are placed on these caps.
