California gets EPA approval to phase out ICE vehicles, which will allow several other states to adopt similar programs. Under its Advanced Clean Cars II (ACC II) program, California will gradually phase out cars and light trucks powered primarily by internal combustion engines (ICE). The program will stimulate demand for electric vehicles (EVs), plug-in hybrid electric vehicles (PHEVs) and fuel-cell vehicles. Before California could adopt the program, it needed the EPA to grant it a waiver from the US Clean Air Act. California got that waiver today. That waiver will allow 12 other US states and territories to adopt similar phase-out programs. Unlike California, these states and territories do not require a waiver from the EPA. Trump is expected to revoke the waiver, and it will likely require the courts to sort out whether these ACC II programs can remain in effect. EVs represent a small but growing market for the plastics and chemical industries. Each EV consumes more plastic and chemicals than their ICE equivalents. EVs also have unique material challenges, such as heat management and high-voltage tolerance. Major chemical and material producer are eager to develop materials that can meet these challenges and command the price premiums offered by EVs. Year to date car output is down, as industry transitions towards electric vehicle production. Big questions remain over the acceptance and speed of uptake of electric vehicles and a mix of solutions are required in order to meet our zero emission ambitions.
