SOCI Cybersecurity requirements for Water and wastewater utilities offer a list of quality frameworks to choose from. The challenge is that they don't translate that well into the operational side or the integration between business functions, IT, and OT. There is a way forward. SOCI states "these frameworks or an equivalent". Enter the Water Services Association of Australia (WSA) 302 Supervisory Control and Data Acquisition (SCADA) guideline. This well thought out guideline should be very familiar to Australian water utilities: many of them helped write it. The guideline is impressive. It covers areas you want from all frameworks - systems and architecture, maturity models, O&M requirements, security - as well as areas you don't always see such as Business drivers, safety, coding standards, and project management. Implementing the guidance would be a large undertaking for utilities but certainly manageable and written in language that will be readily understood by the target audience. The Department of State (DOS) has issued a Request for Proposal (RFP) for Worldwide Building Automation System (BAS) and Heating, Ventilation, and Cooling (HVAC) services. The solicitation is a multiple award, Indefinite Delivery, Indefinite Quantity (IDIQ) contract. This acquisition is being solicited as 100% set-aside for small business, 8(a) entities only. The NAICS code for this acquisition is 561210 “Facilities Support Services”, and the small business size standard is $47.0 M. The base IDIQ contract will require Top Secret Facility Clearance. For any system there must be a regular monitoring procedure. The procedure must be designed clearly and carefully which examines system thoroughly on predefined time intervals, based on the system's components life time. The person who is going to perform the monitoring tasks, must have required abilities and it must be clear, what to do and whom to report. It is very important to separate monitoring and maintenance phases. 😊
