Exclusive: For the last 18 months, the NSW planning system has been blamed for the state's anaemic housing supply. But new data demonstrates that narrative might be overcooked. The NSW Planning Portal figure shows only 45 per cent of the 895 development applications for Sydney projects with at least 19 new dwellings approved in 2021 and 2022 received a construction certificate – the final regulatory hurdle before building commences – by March 10 this year. In other words, developers are sitting on already approved DAs, not progressing them to the construction stage, seemingly waiting for market conditions to improve. It raises major questions about the government's solution to the housing crisis: a suite of planning system reforms aimed at rezoning and accelerating DAs approvals.

Apartment developments face some of the worst feasibility conditions in a generation. With the cost to development outstripping the capacity for the market to pay in many locations across Sydney. Anything that adds to the price only makes things worse. Slow consents from government agencies is a significant contributor to the time it takes to get from an approved DA to the issuing of a Construction Certificate. Fast tracking DA's only to slow projects down after they've been approved leads to cost escalation and reduced feasibility. In some cases, this could have the effect of stopping projects until more viable economic conditions arrive. Measuring and reporting DA time frames is a good transparency measure, but it should be extended to show the time taken to move from a DA being approved to a Construction Certificate being issued.

CIL PAYMENT UPDATE Ever wondered what happens to the money you pay for the Community Infrastructure Levy (CIL). See below from Cornwall Councils latest update found at www.cornwall.gov.uk/cil. The fourth round of CIL Funding was launched in March, seeking Expressions of Interest from constituted community groups, not-for-profit organisations and local councils for community infrastructure projects. We received 94 Expressions of Interest (EOI) and 38 of these have been invited to the next stage. These projects are now working on developing full applications which need to be submitted by 13 September. Final decisions on which projects will be supported from this year’s funding round will be announced before Christmas 2024. The focus for support over the past two years has been on infrastructure that specifically benefits children and young people, but this year we accepted proposals for any community level infrastructure project – which might explain why we received 70% more EOI’s compared to last year! Although we did still receive quite a few children/young people focused projects, it was good to see some broader proposals such as community centre improvements and foot/cycle paths connecting communities. The total value of residential projects commencing in the three months leading up to August reached an impressive £12.15 billion. This marks a significant increase compared to the preceding three months. However, it's not all upbeat. There's been a noticeable decline in detailed planning approvals, both against the previous quarter and last year. 📉 Residential construction has decreased by 2.8% 📉 To make housing more #affordable, more homes need to be built. However, the number of new homes being constructed is dropping. In the first quarter of 2024, $19.6 billion 💰 was spent on residential construction 👷♂️ which is 1.2% less than the previous quarter and 2.8% less than the same period last year, according to the Australian Bureau of Statistics. Denita Wawn, CEO of Master Builders Australia, stated that residential building has #declined when there is a strong demand for new homes. 🏗 She emphasized the need to create a #better economic environment to boost investment in the #construction industry by reducing costs, build times, planning delays, and slow approval processes 🤝
