I like to call this the Green Field Fallacy. Or, the Re-write fallacy. In short, starting over from scratch does not make your problems magically go away, you now have to solve the problems the old system has set out to solve including the new problems brought about by the new foundation and infrastructure. A project can only be green field until foundations are established. “When you throw away code and start from scratch, you are throwing away all that knowledge. All those collected bug fixes. Years of programming work.” - Joel Spolsky There are certainly cases where a re-write is a must however a re-write should not be your hammer.
