Three years ago #earmarks were reintroduced to #Congress for water projects as "Congressionally Directed Spending." On the surface, the practice looks good, but digging into the details tells a different story. According to research from Deirdre Finn at #CIFA, in the past three years, 33 states have witnessed a reduction in SRF funding as a result of these earmarks. And for utilities like HAMPTON ROADS SANITATION DISTRICT INC, the benefits of the loan program outweight the pitfalls of the earmarks, which are treated like grants. The state granted $112.3 million in December and $71.5 million this month to 16 projects as part of the round. The #American Rescue Plan Act-managed fund, which has around $185 million in assets, was obtained by the state in March of last year (ARPA). According to the South Carolina Broadband Office (SCBBO), 15 ISPs have received #CPF funding for 34 projects across 41 counties. The deadline for finishing all CPF projects is December 29, 2025. By the time they're done, participating ISPs will have added more than 4,200 #kilometers of fiber connectivity📶 for at least 3,951 #businesses and 33,662 housing units. It was interesting to read 19 Councils have received approval in principle for capitalisation directions for 2024/25 and 11 receiving support for prior years. The financial support is intended to achieve a balanced budget and avoid having to issue a section 114 notice. With this extra injection of funds councils will likely face even more pressure to recover arrears of debt.
