The Washington State Broadband Office is preparing now for the Broadband Equity, Access and Deployment (BEAD) Program challenge process that’ll help ensure accuracy of the Broadband Service Locations across the state. This includes identifying all served, underserved and unserved locations as we pursue our goals of Washington’s Internet for All initiative. Who’s eligible to challenge? • Local governments • Nonprofit organizations • Tribal governments • Internet service providers The broadband service map is still being developed, but we’re working to ensure eligible challengers understand the process and how to participate. California Opens BEAD Map Challenge Process The state's challenge phase will last 30 days. July 10, 2024 – California's challenge phase for the Broadband Equity Access and Deployment Program officially opened on Monday and will continue through August 6. During this phase, local and Tribal governments, nonprofits, and internet service providers in the state can challenge the state’s broadband coverage map by submitting evidence that it is not accurate through an online portal. Entities can identify specific locations that may not be accurately represented as unserved, underserved, or served. The BEAD program requires states to map broadband connectivity and allocate funds to connect all unserved or underserved addresses. The challenge phase is the first stage in a five-stage, 120-day process to complete broadband coverage maps. The following stages include evidentiary review by the California Public Utilities Commission, rebuttal by challenged service providers, final determination of disputes, and submission of results to the National Telecommunications and Information Administration by the Commission. California was awarded $1.86 billion through BEAD allocations. It has not yet received NTIA approval of its initial proposal.

The next phase of the BEAD Program is underway. Beginning today local governments, Tribal communities, nonprofits, internet service providers, cooperatives and other entities may submit Prequalification Applications for the state’s largest funding program to deploy broadband infrastructure. BEAD applicants must submit a Prequalification Application in order to apply for BEAD funding. The state will be awarding $675 million in grants through the federal government’s Broadband Equity Access and Deployment (BEAD) program. Entities that want to build infrastructure for unserved communities may begin to submit prequalification applications to OBAE. These applications will help the state determine whether an entity has the technical capability and financial stability to deploy broadband and meet federal and state requirements. The regular prequalification process ends November 1 at 11:59pm. However, there is a Priority Deadline: if an entity submits a prequalification application by October 14 at 11:59pm, it will get an accelerated review and complete applications will receive a decision by November 1. For more information about BEAD, state and federal requirements and the prequalification process, go to Connect.nm.gov OBAE will decide whether an entity can move forward with a formal application by using the following criteria: Financial capabilities Managerial capabilities Technical capabilities Legal and regulatory compliance Operational capabilities Ownership Stewardship of other public funding Once prequalification applications are evaluated and approved, entities will formally apply for their suggested broadband projects based on broadband-dry areas. If you're in the broadband industry, I wanted to share some key insights happening lately. It's so interesting to see how different states are rolling out their grant programs for the BEAD funds. One big point that stands out is how they're evaluating applications - labor practices will be front and center. This means providers need to prioritize fair wages, local hiring, and strong workforce protections if they want to secure these critical grants. What's happening in Delaware, New Jersey, and Pennsylvania? They're all at different stages, but actively using their existing programs to make progress while BEAD details are finalized. Here are some highlights: State Implementation is Key: States will soon begin disbursing BEAD funds. Their plans for how they will award grants show a wide variety of approaches. Focus on Labor Standards: The NTIA's emphasis on fair labor practices means that grant-seekers will need to carefully review and address labor and employment laws and standards in their grant applications. State Priorities Differ: Individual states are taking different tacks on BEAD implementation, with some opting for stricter labor guidelines than others. BEAD Challenges Moving Forward: The BEAD challenge process is now underway in numerous states, such as Pennsylvania. This means a critical time for providers to challenge FCC coverage data.
