ICYMI: The U.S. Department of Health and Human Services (HHS) released a new report on the Agency’s Low Income Household Water Assistance Program (LIHWAP). This is truly a must-read, even if you only have time for the summary. The LIHWAP program has assisted over 1.4 million households struggling to pay their water bills. Such a success! What blew my mind is that 20% of households are in debt to their water utility—one out of five households! For tribal communities, that increases to 32% of households. Even more surprisingly, HHS found that households at 75% of the federal poverty level spend up to 40% of their monthly income on #drinkingwater and sewer bills. Water #affordability is a major problem throughout our country that is going to require innovative solutions and support from all levels. #waterpolicy #environmentaljustice

In Port-de-Paix, residents struggle daily for clean water despite being surrounded by natural resources. The National Directorate of Drinking Water and Sanitation (DINEPA) has failed to provide adequate water services, leaving communities to fend for themselves as poor infrastructure exacerbates the water crisis, forcing many to resort to makeshift solutions or costly alternatives. Port-de-Paix, the main communal section in the northwest regions, is surrounded by abundant natural water resources. However, residents struggle with access to water despite the natural richness. Did You Know? Despite the improved water access at the national level, the most vulnerable—residents in rural areas—experience the poorest quality of water service. While water and sanitation services have improved overall between 2000 and 2020, richer families still have better access to higher quality services compared to poorer ones. This is especially true for piped water where more than 80 percent of people in urban areas have access to reliable and improved piped water, compared to only half in rural areas. Thanks to the The Associated Press for highlighting #waterloss and #nonrevenuewater. There are some heartbreaking stories in this article and likely multi-faceted issues at the root of the situation. While these communities are facing tough challenges, they are not alone. Every water system experiences water loss. Establishing a baseline of validated water audit data is the anchor of a successful water loss strategy. The American Water Works Association #M36 methodology provides a path to building and progressing water loss programs. The first step toward effective water loss management is to establish a baseline of Level 1 Validated water audit data that looks at volumes, values, and validity of non-revenue water rather than percent water loss. The article points out that for these high stressed communities there isn't a quick fix and a long and expensive road to replace old infrastructure can leave officials wondering where to start. Starting with an industry standard best practice of performing a water audit annually is a small but important first step; a step that becomes a practice...a practice that becomes good policy...good policy that becomes reliable data that can drive informed decisions on how to invest in water loss control.
