According to new rules proposed by the Environmental Protection Agency, over the next ten years, U.S. cities would be required to replace lead water pipes to improve the quality and safety of drinking water. With an estimated nine million lead pipes, this would be a substantial undertaking with a $20 billion to $30 billion price tag. In addition to the financial obstacles, there are practical hurdles that need to be considered, including incomplete or missing building records.
