As extreme weather events continue to ravage parts of India in 2024, I’m reminded of the powerful series on AppleTV, ‘Five Days at Memorial’ about Hurricane Katrina’s aftermath in 2005. The well-rounded portrayal of the devastating consequences offers sobering lessons for India as it grapples with extreme weather events in Kerala, Himachal Pradesh and Jammu & Kashmir. Both scenarios underscore the critical need for robust healthcare infrastructure, improved disaster preparedness, and equitable support systems. Just as Katrina exposed vulnerabilities in the U.S. healthcare system, recent cloudbursts and landslides, in Wayanad, Kullu, Mandi, Shimla, and Ganderbal districts, highlight the urgent need for climate-resilient medical facilities, coordinated emergency response protocols for disaster management and enhanced capital flows for response and relief. In countries like India, regulators are fast being cognisant of the consequences of climate disasters, as these have implications on its GDP, with the country being at risk of losing 4.5% of its GDP by 2030, specifically since climate events have become more frequent. A 5% increase in the budgetary allocation towards disaster management, along with specific allocations for various disaster mitigation projects such as urban flood management is encouraging; however given intensity and frequency of climate incidences, a commensurate budgetary allocation is essential. Japan has done a fantastic job of incorporating advanced earthquake-resistant construction techniques, in its quest to mitigate adverse impacts of the disasters, owing to its geographical location in an active seismic zone. Policies towards climate proofing can be strengthened using a similar approach by addressing socioeconomic disparities and involving of sub-national agencies. This would go a long way in effectively leveraging the enhanced budget, in building climate resilience within Indian regions.
