The Procurement Act 2023 is coming into effect in late 2024. The intended goal is to create a shorter, more simplified set of rules that offers contracting authorities greater flexibility to undertake procurement activities that are fit for purpose and meet organisational needs, as well as local and national objectives. Sounds great, right? But we’ve been speaking to procurement professionals in the public sector and there’s a sense of uncertainty. The Act is evolving, the details that are available at the moment are sketchy and more information is being released over time. Latest go live update from Cabinet Office in the Procurement Act has been circulated this afternoon - extract below: “The Procurement Act 2023 will go live on 24 February 2025. In the final few weeks before commencement we are focusing on publishing our ‘how-to’ guidance for suppliers so they are prepared to register and use the new central digital platform when it opens for business; onboarding contracting authorities to the platform ahead of go-live; and promoting our Procurement Act 2023 guidance and Community of Practice events for procurement practitioners so they are ready to buy under the new rules. The new National Procurement Policy Statement (NPPS) is being finalised following our stakeholder survey last year and the series of stakeholder roundtables hosted by Minister Gould. We will issue a dedicated update when the new NPPS is published.” We still need to see what will be in the NPPS and what impact this might have.
