📢 Media Release - Buller District Council considers deferral of Long-Term Plan The Buller District Council will deliberate on deferring its Long-Term Plan (LTP) adoption at this week's council meeting. 💧 This decision comes in the wake of an update from central government detailing a legislative path forward for the ‘Local Water Done Well’ initiative and repealing the current water services legislation. At the meeting, Council staff will propose the deferral of the LTP adoption by 12 months to June 30, 2025, among other adjustments. 📝 The proposed adjustments are driven by significant uncertainties that impact the council's ability to comply with regulatory expectations while ensuring financial sustainability. The problem with consultation is that you might have to listen to those who disagree with the question, not just the choice of answers that you are offering.

To achieve a different outcome, you need to try something REALLY different. Yet Angela Rayner’s NPPF consultation announcement sounded very much like her Conservative predecessors. Admittedly there are other initiatives but planning reform - of itself - does not sound like the golden bullet that will result in higher building starts and more house completions. What she HAS announced means that public consultation is front-loading the process. When it comes to saying yes to controversial schemes – I’m still not sure. Today I became the first city council candidate- as far as I know- to publicly oppose the proposed initiative by Participatory Budgeting Oregon to amend the City Charter to set aside over $15 million annually for a new "Participatory Budgeting" program. First, I oppose budget set asides in the Charter. Second, whether by charter or ordinance I oppose taking $15 million (and growing every year) off the table that could be used to address other needs, including public safety, transportation, affordable housing, and downtown revitalization. #fiscalresponsibility

It's been a long and strange week to say the least. I really hope my recent Bill 16 summary series was helpful. My intention, as always, is to educate; this series was produced to help everyone (whether private professionals, public servants, or engaged citizens) understand the proposed and upcoming land use and planning rights, entitlements, and protections we all share. As Robert Delves once taught me, we're all trying to achieve the same ends: the construction of housing for everyone's benefit. Legislation just tells us the rules of the game to make that happen, and we all deserve a chance to understand how it all works together. WHY WOULD THE COUNTY COMMISSIONERS RELEASE THEIR REVIEW RIGHTS TO ANNEXATION CASES IN THE URBAN BOUNDARY? WHO WILL REPRESENT COUNTY RESIDENTS INSIDE THE URBAN GROWTH BOUNDARY, IF COUNTY COMMISSIONERS WAIVE THIS REVIEW PROCESS? The PLANNING DEPARTMENT requested these changes: 1. The pending consolidated annexation cases report to the Joint City County Planning Committee will be DISCONTINUED. 2. Planning staff will NO LONGER send the County Commissioners emails seeking comments on consolidated annexation cases that are ready for City Council consideration. (Inside the Urban Growth Boundary) 3. Annexation requests that are OUTSIDE the Urban Growth Boundary (approximately 30% of the whole county) will be presented to the County Commissioners at their work session meetings before they are acted upon by the City Council. These presentations will be INFORMATIONAL ONLY and will NOT be PUBLIC HEARINGS. Although the public may speak during the public comment portion of the work session, the Commissioners SHOULD NOT take case related comments during these informational presentations. WHY ARE COUNTY RESIDENTS NOT ALLOWED TO SPEAK when the ANNEXATIONS OUTSIDE THE UGB are presented? Why is there an attempt to silence COUNTY RESIDENT’S voices? This is absolutely UNACCEPTABLE. PLEASE WRITE YOUR COUNTY COMMISSIONERS TODAY! Ask them to NOT give up the right to review annexation cases INSIDE the UGB.

Knox County has spent two years and $1.2 million on Advance Knox, a two-part plan to guide the county's projected growth over the next 20 years. It's going to be explosive and county officials say current infrastructure isn't adequate. Weeks away from the finish line, a municipality Advance Knox doesn't touch nearly torpedoed the entire thing. It set up a week long political back-and-forth that resulted in one lawmaker rescinding his vote against Advance Knox and flipping to support it. Now, the second part of the plan has just one more vote from the Knox County Commission. They're expected to pass it, but not without some debate over amendments. After that, Knox County Mayor Glenn Jacobs and his staff will surely be relieved. Advance Knox has been around for two years but many Knox Countians only learned about it since it made headlines recently. That's where Knoxville News Sentinel comes in. My colleague Silas Sloan reported on it from the start, and I was brought in as politics came more and more into play. Together, we produced 13 stories in less than three weeks after things went awry to inform readers and help them understand complex proceedings. It's collaborative reporting like this that makes me so proud to be a journalist at Knox News. I utilized my source relationships with Knox County lawmakers and my colleague utilized his wealth of Advance Knox knowledge and relationship with Knox County planners. Without one or the other, our stories wouldn't have been as impactful or served readers as well. Thanks to the help of our editors, Joel Christopher, Sarah Riley and Brenna McDermott, we reached tens of thousands of readers with in-depth reporting. We didn't just report what happened -- we got ahead of issues and used those relationships and context to show the bigger picture. Following Inspectors interim findings on the Shropshire Local plan (October 2023 and January 20204) Shropshire is responding to the Interim Findings by preparing additional documentation to inform the ongoing examination.
