Measuring health outcomes is a complex process, often with little agreement on what to measure or what the results mean. Consequently, many countries pay healthcare providers for services provided rather than the outcome received, which has led to inefficiencies and unnecessary healthcare utilization. Shifting to paying for outcomes (also known as Pay-For-Performance) can promote better health and well-being for patients and better stewardship of limited healthcare resources.
