As we approach the end of 2024, what a year it's been for our partnership! 🌊 From launching our independent commission on the Severn Estuary, to explore the potential for our area to have a world leading tidal energy project which could produce up to 7% of the UK's total energy supply. 🏭 Leading a vision for a low carbon energy park which this year brought in £100m with the public and private sector investing in our Severn Edge sites in Oldbury and Berkeley. 👏 Bringing together over 600 business, academic and public sector leaders at the 2024 Convention for the Western Gateway, presented by SSE Energy Solutions, to launch Our Plan For Sustainable Growth, demonstrating how we can double the size of our economy by 2050. 🎪 Providing a platform for 28 local authorities from across South Wales and Western England at the UK's largest investment conference, UKREiiF. 🤝 Working with GW4 Alliance to promote the importance of innovation from our area for the UK Economy at both Labour and Conservative Party Conference. 💻 Bringing together our high tech clusters to build on our status as a world leading centre for digital innovation. With much more to come in 2025, our partnership is looking forward to building on the area's potential to become the fastest growing economic area outside of London. Following the UK Government's consultation on the future of Pan-Regional Partnerships, we remain more convinced than ever that continued cross border collaboration is crucial to our area's ability to deliver the economic growth and new opportunities our communities need. Yesterday's session on "Innovative Financing Options and Private Capital for Energy Transition in Cities" spotlighted how cities can embrace new funding models as traditional subsidies phase out. To achieve their net-zero goals, cities are exploring financing tools like citizen finance, green bonds, and energy performance contracts (EPCs). This shift allows cities to utilise diverse tools to power sustainability without reinventing the wheel. 🌍 Building Synergy with EU Initiatives Georg Houben, Policy Officer at the European Commission’s Directorate General for Energy, highlighted how EU programs like NetZeroCitiesEU, the Smart Cities Mission, and the Covenant of Mayors - Europe are bridging the gap to help cities access and leverage funding more efficiently. 🔑 Support and Capacity Building Speakers shared practical examples from Warsaw’s funding alignment strategies to private investment pathways, as presented by BwB. As Labour Conference wraps up in Liverpool, the city has just been named as the world’s first ‘Accelerator City’ for climate action by the United Nations. Accelerating climate action was not just high on the agenda at Labour Conference, it was driving it. A quick count through the fringe listing I spotted more than 70 events linked to the clean energy transition, with many more taking place around the conference centre. Heat decarbonisation, job creation, supply chain growth, skills development, project deployment, planning reform and more were all, of course, dominant fringe themes but throughout all of conference was a clear consensus that the clean power mission is the economic growth mission. That clear understanding should be complemented by the clear line of sight we have with our pipeline of projects and their barriers to deployment (grid name-checked in Keir Starmer’s speech, again, to pick one). Clarity is now needed, however, on the vehicles that will enable projects, remove barriers and build wealth. Starting a jigsaw from the edges is a sure way to provide a solid foundation. We have strategic planning coming together for infrastructure and institutions (read Scottish Renewables’ latest blog: https://lnkd.in/e7gyKbpn), so now we need to see the bigger picture. Clarity on the scope of GB Energy and National Wealth Fund and direction of market, planning and connections reform are all now needed in an Autumn Budget to secure investment (as recommended by Scottish Renewables: https://lnkd.in/eNU83w55). — and in that bigger picture we will see people and place. A busy but exciting time and great to be in it with so many excellent partners across industry.

As the pan-regional partnership for South Wales and Western England, the Western Gateway stretches from St David's to Swindon, bringing together business, local leaders and universities to grow the UK’s future economy. Our area is predicted to have the fastest growing economy outside of London if we can maintain cross-border collaboration. The UK Government have launched a consultation on their 'minded to' decision to withdraw funding for all Pan-Regional Partnerships, including the Western Gateway. We are calling on you, as businesses, universities and other organisations involved with the Western Gateway, to respond to the consultation before 𝟭𝟮𝗽𝗺 𝗠𝗼𝗻𝗱𝗮𝘆 𝟭𝟲𝘁𝗵 𝗗𝗲𝗰𝗲𝗺𝗯𝗲𝗿. Already we've been working on growing our regional economy by: 🚄 Producing a Rail Deal covering the majority of our territory that's estimated to add £17bn to the economy and create access to the rail network for an additional 248,000 residents. 📈 Our Plan for Sustainable Growth, to double the size of our economy by 2050. 🌊 Severn Estuary Commission (reporting in March 2025) ; a once in a lifetime opportunity to unite England and Wales to create a world leading tidal energy project with the world’s third highest tidal range. 💡Accelerating delivery of the UK’s first-of-a-kind Small Modular Reactors at Oldbury, following a £100m investment from the Private and Public sector including the likes of Rolls-Royce, CVG and University of Bristol. 💷 Closing the gap on investment on the £3-9m of under investment our businesses suffer. The concept of devolution, as mentioned, is indeed a powerful tool for driving growth within Scotland. By allowing for more localised decision-making, it enables policies that are tailored to the specific needs and strengths of the region, which can be more effective than a one-size-fits-all approach. Scotland’s thriving sectors, such as renewables, logistics, and defence, along with its rich resources and land capacity, provide a strong foundation for economic growth. Devolution can help leverage these assets by focusing on human capital, innovation, and investment, which are key drivers of productivity. The challenges posed by political instability and the pandemic have certainly tested the resilience of economies worldwide. However, Scotland’s ability to navigate these challenges while continuing to focus on growth and development is a testament to the strength and adaptability of its people and institutions. Our Director and Strategic Lead for Scotland James Darrie, recently spoke with Project Scotland about why devolution is essential to encourage growth in the Scottish industry. In the article, James acknowledges Scotland’s reputation as a global innovator, highlighting its great land capacity and reliable supply chain. With these strengths, there is a significant opportunity for investment in the nation, from smaller schemes to major infrastructure projects. However, this will require sound communication and coordination to ensure long-term growth.
