Goof practice, general rules, regulations, legislation whatever, what about being genuinely "effective" !?
WCAG 2.1 only applies to minimum "Colour Contrast Validation" of websites and makes no reference to the actual screen user operator-interface ergonomics ?
Accessibility of any screen device seams to have been expediently omitted from Accessibility Regulations accepting covered by earlier 1974 Work Act implied good practice for occupational health "work exposure limits" reframed in 2018 ISO 45001, back to explicit but, completely ineffective, 1993 UK DSE reg's bizarrely "excluding display screen ergonomics" to more realistic 1998 PUWER Act covering "Reasonable Adjustments" to prevent or mitigate operator fatigue related "repetitive stress injuries".
Somewhere in the middle of 21st Digital Century we have the HSE commissioned Better Display Screen RR 561 2007 with the 2016 WHO ICD-10 identifying eye-strain as a Global risk factor for binocular vision loss linked to near and/or close-up work under the heading of Asthenopia.
