Welcome to the Winston Minute. I'm David Sakowitz. I'm Chair of the Capital markets practice here at Winston and Strawn. And I'm happy to be here today with capital markets partners say he'll lead to talk about the use of green bonds in the international capital markets. Thanks, David. Great to be here today. Thank you. Sir. Could you please start off by talking about the concept of green bonds and what their key benefits are? Sure. Green bonds are one of several categories, and probably the best known of innovative sustainable finance instruments designed to finance or refinance green projects with environmental impact. From Initial's perspective, it's key benefits include broadening the investor base, potentially lowering interest rates, the so-called green premium or Gremium. And improving the credibility of ESG efforts among stakeholders. See how you mentioned that there are several categories of green bonds. Can you tell us how those categories differ? So sustainable finance covers both loans and debt securities. Our focus today is, is on debt securities or bonds. There are two principal bond categories. The 1st is use of proceeds instruments such as green, social and sustainability bonds, where the proceeds are exclusively allocated to finance eligible environmental and social projects. Sustainability bonds cover both environmental and social projects. Green bonds have been the most popular type, so people sometimes refer to green bonds to represent the whole category. The second category is target linked instruments that do not restrict the use of proceeds but have financial terms such as interest rates linked to the achievement of pre established performance targets. Based on the issuers ESG based business metrics. So what are the drivers behind the strong preference for green bonds and in particular their potential for Latin America? Green bonds are the leading subcategory, accounting for 2/3 of the total amount issued in 2023. The market dominance of green bonds can be attributed to the global momentum of energy transition projects. Regulatory incentives, international decarbonization goals and the sustained demand for green sovereign bonds. Many companies and sovereigns are already investing in environmental projects as part of their business in connection with their SG programs and are finding it easier to identify eligible projects within their existing ESG programs. The Latin American region is well positioned to unlock the potential of green bonds. In strategic sectors such as transportation, mining and energy. Due to public policies and international commitments to accelerate climate change mitigation, biodiversity protection and substantial mineral resources for the energy transition. Thanks very much. Deputy Treasury Secretary Wally Adeyemo addresses challenges looming over voluntary carbon markets The deputy secretary expressed hope that the Principles for Responsible Participation in Voluntary Carbon Markets, recently launched by Treasury and partner agencies, will bring the U.S. closer to achieving well-functioning, high-integrity voluntary carbon markets. In recent remarks before the Integrity Council for the Voluntary Carbon Market (IC-VCM), and the Voluntary Carbon Markets Integrity Initiative, Deputy Treasury Secretary Wally Adeyemo conceded that today’s voluntary carbon markets (VCMs) are faced with significant challenges that are holding back their growth. Notwithstanding, Adeyemo opined that “VCMs have the potential to create both economic and climate opportunities by channeling private capital to high-impact and cost-effective climate projects across technologies, ecosystems, and geographies.
