The Reserve Bank of Australia and Reserve Bank of New Zealand create more financial instability than is necessary by sticking to a single OCR. A #TwoOCR policy would split the OCR into two OCRs: a lower OCR that can move independently and applies to economically sensitive/fragile, economically productive and socially beneficial lending. This OCR could be lowered below the current 4.75% independently. A second OCR which applies to all other areas of the economy can also be independently moved higher or lower to contain both inflation and speculative lending. This system is simple to implement by the RBNZ through a capital charge/payment on net bank lending to each area. Thw result is that a simple #TwoOCR policy framework is inherently more stable than a single OCR system because the negative effects of a high OCR need not apply to the most sensitive areas of the economy. The HCCH 2023 Annual Report is now available on our website! The Annual Report presents the main developments and milestones of the past year, including the 130th anniversary of the HCCH, the entry into force of the 2019 Judgments Convention, and the 1,000th treaty action relating to an HCCH Convention or Protocol, as well as advances in the HCCH’s normative work and in its efforts to ensure the effective implementation and operation of the HCCH Conventions and instruments. Earlier today, the Annual Report was presented to the HCCH Members during the opening session of the 2024 Council on General Affairs and Policy, which meets this week to review progress and set the work programme for the year ahead.
