GSA issuing final rule updating FMR with DEI and accessibility language Gender-specific pronouns are being replaced with non-gendered pronouns. Consistent with Executive Order 13988, Preventing and Combating Discrimination on the Basis of Gender Identity or Sexual Orientation, issued in January 2021, and the idea that the “Federal Government must be a model for diversity, equity, inclusion, and accessibility, where all employees are treated with dignity and respect,” the GSA is, after review, issuing a final rule updating the Federal Management Regulation regarding gender neutrality. The Federal Management Regulation contains updated regulatory policies concerning property management and related administrative activities. Executive agencies may use the FMR to help manage administrative programs such as personal property, real property, and transportation. Today The Williams Institute at UCLA School of Law released a new report shedding light on the different paths countries take to become legally more or less inclusive of LGBTIQ people. A few key takeaways: 🏳️🌈 Legal protections for LGBTIQ people have increased significantly around the world. Generally, protections for sexual orientation have advanced by first decriminalizing homosexuality, followed by employment or nondiscrimination protections. Protections for trans and gender-diverse people are most likely to advance by allowing for changing gender markers and establishing a formal legal gender recognition process or healthcare protections. 🏳️🌈 Social acceptance is strongly linked to legal inclusion and may reflect an important precondition for changing law and policy. In fact, the relationship between social acceptance and legal inclusion has grown stronger over time. Changing laws, policies, hearts, and minds are all necessary and important strategies for progress. 🏳️🌈 It's encouraging to see that once countries adopt a legal protection for LGBTIQ people, it is unlikely that it will be repealed. However, the extent to which sexual and gender diversity is socially accepted and LGBTIQ people are included in a country’s laws and policies remains vastly uneven. We must remain focused and committed to ensure that all LGBTIQ people can enjoy the full acceptance and protection of civil and human rights that they deserve.
