EPA to provide $27 billion in grants to spur development of clean energy projects across the U.S. The Environmental Protection Agency has obligated $27 billion in grants provided by the Greenhouse Gas Reduction Fund, which will create a national financing network for clean energy and climate solutions, according to an agency press release. The funds will be used to prioritize clean energy expansion and innovation, access to affordable clean energy in low-income communities, and affordable solar power for families throughout the country. Greenhouse Gas Reduction Fund Grants. Grant recipients will be receiving funds made possible by three competitions created as part of the Greenhouse Reduction Fund. These include: * $14 billion from the National Clean Investment Fund (NCIF) which will focus on delivering accessible, affordable financing for clean technology projects in communities across the country; * $6 billion from the Clean Communities Investment Accelerator (CCIA) which will provide funding and technical assistance to community lenders working in low-income and disadvantaged communities, and, * $7 billion from the Solar for All program, which will expand existing solar programs for low-income and disadvantaged communities and launch new ones, which will collectively deliver residential solar to over 900,000 low-income households nationwide. Biden Administration Allocates $375M for Rural Renewables The Biden administration has allocated $375 million for renewable energy projects through the Inflation Reduction Act (IRA), emphasizing climate finance innovation and infrastructure development. Today, on Earth Day, the US Environmental Protection Agency (EPA) and the White House jointly announced 60 Greenhouse Gas Reduction Fund (GGRF) Solar for All awards, including 49 state-level awards, six awards to serve tribes, and five multistate awards. The Solar for All awards, totaling $7 billion, will be deployed over the next five years to bring the benefits of solar energy to over 900,000 low- and moderate-income (LMI) households. CESA congratulates all awardees on their successful applications, and thanks EPA and the White House for their leadership in delivering this historic program. Solar for All, a flagship program from the Inflation Reduction Act (IRA), will facilitate the deployment of over four gigawatts of new solar capacity, exclusively to benefit disadvantaged communities and households. "Interconnection plays a crucial role in making sure that states are able to realize their clean energy goals. A key piece of reaching those goals is ensuring that everyone is brought along in the clean energy transition, especially frontline, BIPOC and low-wealth communities. Historically underserved communities have had challenges accessing the benefits of clean energy...This unequal access to clean energy is a concern with the growing number of major weather events. Additionally, decades of underinvestment in grid infrastructure in BIPOC, frontline and low-wealth communities has resulted in old infrastructure in their communities, and in some cases, reliability challenges. This lack of attention to the “poles and wires” also known as “utility redlining” in some neighborhoods plays a role in promoting inequality, classism, and racial segregation." President Biden Announces Historic $7 Billion Investment in Solar for All Program: A Major Win for Clean Energy and Environmental Justice! This initiative aims to bring affordable clean energy to 900,000 low-income households, reducing greenhouse gas emissions and addressing energy affordability by saving families an average of $400 a year on energy bills. The 60 recipients, including state, municipal, tribal governments, and nonprofits, will receive grants to support existing and new solar and battery storage installation programs. This investment is expected to create 200,000 jobs and contribute to the administration's goal of achieving 100% clean energy nationwide by 2035. Solar for All will deploy residential solar for households nationwide by not only providing grants and low-cost financing to overcome financial barriers to deployment but also by providing services to communities to overcome other barriers such as siting, permitting, and interconnection. Indigenous communities will also benefit from $500 million allocated specifically for tribal governments, helping them achieve energy sovereignty and transition from extractive energy to regenerative energy systems. This investment is a significant step towards achieving the Biden-Harris Administration's commitment to creating high-quality jobs with the free and fair choice to join a union for workers across the United States. The program will generate an estimated 200,000 jobs across the country, with at least 35% of selected applicants engaging local or national unions. The Solar for All program also advances the Justice40 Initiative, which sets the goal that 40% of the overall benefits of certain federal climate, clean energy, affordable and sustainable housing, and other investments flow to disadvantaged communities that are marginalized by underinvestment and overburdened by pollution.
