Amidst a desperate funding gap, councils cannot simply create a meeting for each of these aims – and neither councillors nor residents could be expected to show up for all of them. In Quintana Roo, 32% of the population is aged 12-29, with immense potential to drive social, economic, and political progress. Yet, a 2021 survey by Ciudadan@s por la Transparencia (CxT) and Unidos MX revealed that 68% of young people felt excluded, and 88% sought more opportunities to participate. In response, as part of its 2022 Open Government Partnership action plan, the government of Quintana Roo, CxT, and UnidosMX co-created a protocol to better integrate youth into political life and decision-making. This protocol outlines five key recommendations for government institutions to collaborate with young people and foster greater citizen participation.
