For the #NOPP project on Hurricane Impacts we at Deltares, DELTARES USA INC and IHE Delft Institute for Water Education developed the https://lnkd.in/eB_WUdKC viewer where you can see 6 hourly updates on the hurricane track, waves, water levels, flooding and their uncertainties using U.S. Naval Research Laboratory COAMPS-TC meteorology forcing. **Hurricane Francine Update** Hurricane Francine has made landfall earlier than anticipated along the Central Coast of Louisiana, bringing sustained winds of 100 mph. It has reached land as a Category 2 hurricane and is projected to move inland on a northeast trajectory between the harbors of New Orleans and Baton Rouge. **Industry Updates:** **U.S. Army Corps of Engineers:** The Corps is coordinating arrangements to deploy personnel to assess conditions at Southwest Pass and Venice tomorrow, contingent upon safety assessments. **U.S. Coast Guard:** Current Port Condition: Zulu. Vessel movements are currently prohibited on the Mississippi River from the Sea Buoy to Mile 303. Efforts are underway to strategize the reopening of the river as soon as weather conditions permit. **Pilot Associations:** Pilots are on standby and prepared to commence vessel movements once conditions improve. Although it is still early, we remain optimistic that the Lower Mississippi River (LMR) will reopen to vessel navigation and resume vessel cargo operations by Friday, September 13, 2024, at the latest.

This weeks post discusses "land pirates" or what happens when bandits overwhelm the state. "History is complicated and we should be hesitant to impose too much of our morality on people who lived in different times and places but we should also be willing to stand by those values we believe in and call out societies that fail to live up to them. I believe in peace, property rights, and the value of meaningful and productive labor and so I cannot view the Mongols as anything but history’s greatest villains. Here land pirates serve as a valuable lens through which to understand the dynamics of power, exploitation, and societal decay. It reminds us that the struggle between civilization and predation is an ongoing one. This post attached below is really interesting in that it saw the collaboration of Government and industry capabilities to start to open up key navigation channels after a significant weather event, in this case Hurricane Milton. This got me thinking about the recent loss of the HMNZS Manawanui and the divestment of hydrographic assets by the Australian Defence Force and the gap that exists now in our combined loss (by accident and design) of what really is a strategic asset. The collection of maritime environmental data is a national security priority but is not treated as such and the data that is collected (or isn't) is a strategic asset. It also underpins some of our regional commitments. Both Australia and New Zealand have responsibilities as the Primary Charting Authorities (PCA) for areas in the Pacific. New Zealand in the past has contributed to this through its Navy and activities such as the Pacific Regional Navigation Initiative (PRNI), focusing on improving the quality of hydrographic charts in the Pacific and in particular in the countries for which New Zealand is the PCA (Tonga, Tokelau, Niue, Samoa and the Cook Islands). These initiatives are often in partnership with other agencies like Land Information New Zealand and the South Pacific Community (SPC) and in the past have focused on updating nautical charts and conversions to Electronic Navigation Charts following hydrographic surveys. These products permit compliance with international maritime regulations and provide for safer maritime transport. Australia is the PCA for Papua New Guinea and the Solomon Islands and has an arrangement with Timor Leste. For Australia, this responsibility was once the domain of Navy's hydrographic survey fleet and noting this has slowly been retired, it would be interesting to understand how these PCA responsibilities are being discharged and what the plan is for collecting maritime environmental data for this purpose and to meet the need of our future maritime focused Defence force.
NOAA, Coast Guard, US Army Corps of Engineers, and Woolpert Collaborate to Reopen Navigation Channels in Tampa Bay — The teams quickly coordinated the collection, processing, and delivery of bathymetric data to ensure navigation channels were clear and could reopen after Hurricane Milton.
