The recently proposed #Disastermanagement Amendment Bill is a welcome step to make the Disaster Management Act 2005 more robust and enhance the capacities of the National Disaster Management Authority (NDMA)INDIA. At a time when several Indian states are witnessing floods and cloud bursts, the proposed amendment bill holds significant relevance for all. The following are the three key takeaways from the proposed amendment bill: 1) Addition of terminologies related to #climaterisk: This includes adding terms like #exposure, #sensitivity, #vulnerability, etc. 2) Establishment of an 'Urban Disaster Management Authority' for state capitals and cities having municipal corporations. This new unit will create new 'Urban Plans' which will highlight strategies to deal with disaster risk at an urban level. 3) Enhanced role of NDMA which includes undertaking disaster preparedness assessments, post-disaster audits and creation of a 'Disaster #Database'. However, the exclusion of 'Guidelines for Minimum Standards for Relief', the definitions of words like '#Evacuation' along with the changes to the delivery of relief and #rehabilitation might lead to severe implications for #disasterdisplacement in India. The proposed bill has also not proposed any major changes to the power of district authorities, thus missing out on strengthening #Local Level Adaptation. 🌟 Agartala’s Flood Resilience Revolution: A Blueprint for Urban Sustainability 🌟 Agartala, the capital of Tripura, has long been challenged by intense rainfall, often receiving up to 200 mm in a single day, leading to severe waterlogging that once persisted for days. Recognizing the urgent need for effective flood management, the city launched the Agartala Comprehensive Flood Management Initiative (ACFMI) in 2018, culminating in significant improvements by 2023. Key Components of ACFMI: Drainage Infrastructure Enhancement: Expansion and upgrading of drainage networks to handle excess rainwater efficiently. Permeable Pavements & Green Spaces: Implementation of permeable materials and the creation of urban green areas to promote groundwater recharge and reduce runoff. Smart Monitoring Systems: Deployment of real-time sensors and early warning systems to ensure rapid response during heavy rainfall events. Community Engagement: Comprehensive public awareness campaigns and training programs to empower residents and local authorities in flood management. River and Water Body Management: Strengthening riverbanks and regular dredging to maintain optimal water flow and prevent breaches. Outcomes: Reduced Waterlogging Duration: From several days to just one hour, ensuring minimal disruption to daily life and economic activities. Economic and Social Benefits: Lowered economic losses, improved quality of life, and enhanced public health through reduced waterborne diseases. Environmental Advantages: Sustainable water management practices and increased urban biodiversity through expanded green spaces. Future Plans: Agartala aims to maintain and expand these initiatives, integrating advanced technologies like AI for predictive analytics and scaling strategies to surrounding regions. The study presents an innovative approach for flood disaster risk assessment and ecological monitoring using Bayesian networks (BNs) and geographic information systems (GIS). By integrating diverse data sources, the BN-GIS model provides a holistic risk profile of flood-prone urban ecosystems in Yinchuan, China. This approach allows for mapping vulnerable hotspots, quantifying uncertainties, and informing sustainable urban planning and disaster resilience efforts.

Building Urban Resilience: Strategies for Effective Disaster Management

In the last month, we’ve seen the devastating impacts of natural disasters worldwide, highlighting the urgent need for better disaster preparedness. Yet, our 2024 Urban Benchmark reveals that many companies are falling short in this area: only 35% of 300 assessed companies disclose disaster response information, and just 6% have comprehensive emergency plans. Findings also show that 63% of companies operating in low—and middle-income countries do not disclose disaster risk assessments. As climate change intensifies these risks, cities have become even more vulnerable. Now is the time for stakeholders to demand greater accountability from companies. Likewise, urban companies should be more proactive by ensuring thorough risk assessments, effective response plans, and collaboration with the public sector.  Full findings here:  https://lnkd.in/eaRRN8Ru

This research article will give insight on Nature-Based Disaster Risk Reduction of Floods in Urban Areas. Our research team proud to share that we have contributed to such a vital field of study pertaining urban disaster risk reduction (DRR). The review article addresses the causes of flooding in urban areas and how to mitigate and reduce vulnerability using natural elements in urban planning, design and landscaping. Mitigation measures suggested in national and local policies are reviewed. Concepts like more Room for River, Sponge City and Green Rain Infrastructure are presented with relevant case studies. A holistic approach to flood-sensitive GIS-based city planning and design, including critical infrastructure design and flood mitigating landscape is recommended as a strategy for nature-based disaster risk reduction of flooding in urban areas. Entire success of this achievement lies in the extraordinary #teamwork. Collaborating with such a brilliant and dedicated group has been one of the highlights of this journey. More than three rounds of reviews by subject experts at global level helped us to improvise this review article in an effective way . I extend my deepest gratitude to the amazing team members Dr. Poulomee Ghosh and Dr Subramanian nithyanantham. This user-friendly tool allows non-experts to analyze flood impacts on transportation, helping stakeholders make informed decisions on routing, emergency planning, and mitigation.
