This week a 14-year-old Covington (Tennessee) High School student's actions will reportedly send him to juvenile court after Covington Police said they had to use a taser to get him under control when he assaulted a #teacher following a parent-teacher meeting.(Full story linked below) The use of a taser by #SROs or other police almost always raise #schoolsafety questions by some #parents, media and others in school-communities about whether tasers are appropriate for use in #schoolsecurity incidents in schools. More than 15 years ago I wrote a post as the use of tasers was being explored not only for school-based police, but also an odd instance or two where someone recommended that #principals and their assistants also be allowed to carry them. While that post is very, very dated, some of the issues and points I made are still relevant today. (See the original post here: https://lnkd.in/eb6whtgB) Some questions I suggested back then that #schoolleaders consider, which still seem relevant today, include: 1) What policies, procedures, and/or joint memoranda of understanding are in place with the law enforcement agency and the school district regarding use of force issues followed by the police department which could surface in use of force by school-based police officers? 2) What research and data exists on the use of tasers specifically on juvenile-aged offenders versus adult offenders? 3) What liability issues may exist for school and law enforcement officials if a taser is used on a student? 4) What if a taser is used on a “special needs” student or one who has a known or unknown medical condition (heart problems, for example)? 5) How will school and police officials handle the school-community relations aspect of an officer using a taser on a student? Being prepared for these questions and issues is a prudent step in planning. We also recommend to school and public safety administrators that they implement a strong education and awareness effort with school staff, PTA, parents, students, and the school community on the purpose, impact, use, etc. of the taser on the front-end, rather than waiting until after it may be used to try to educate members of the school community. Law enforcement agencies should already have policies in place before arming officers with tasers.  #Superintendents, #schoolboards, and police officials should discuss legal and policy implications regarding officers carrying tasers in schools. Police departmental policy, officer training, advance communications between school and police officials, officer judgment skills and common sense, and parent/community education will play big roles in determining the direction this issue takes in a school community. In short, there needs to be a lot of front-end homework and serious discussions, and it is unclear as to whether or not these discussions are currently taking place in many school communities.

If you have kids in school you need to know. No states (none) mandate annual active shooter training for police officers (although many agencies and departments DO have their own internal training requirements, and mostly they are similar… they all differ) and only 37 states require such training IN schools. Should their be a national standard? Should the states retain that decision to themselves? Should individual school districts, and even individual schools have and maintain their own standard? Or none at all? How much input should parents have? Knowledge can be empowering. Empower yourself. Be aware. Be prepared. Be safe.

Despite extensive investment in #bias-training programs, #racial disparities persist in policing, with Black individuals #disproportionately targeted by #police. A study by Calvin K. Lai and Jaclyn A. Lisnek assessed the #effectiveness of a day-long implicit bias #training for police officers, finding that while it initially increased officers' knowledge and concern about bias, these effects waned over time, and their use of bias-mitigation #strategies declined. The researchers suggest that incorporating #diversity training into broader organizational initiatives, implementing booster sessions, and tailoring strategies to specific policing contexts could enhance effectiveness in addressing bias. This is a good article about the West Fargo Police Department’s cadet program. Today, the Law Enforcement profession is facing major hiring and retention issues and will so for the next several years. Because of this agencies need to be thinking about they can do to face that challenge head on. A cadet program is one such idea. Get students interested in the job early, introduce them into your agencies culture, develop future officers and install department pride into them at a early age. Many times, Officers that start out as cadet and become Officers at the same department stay longer due to a sense of organizational belonging and trust with the Department that they learned at an early age. Yes, cadet programs cost a little money and it takes people and time to run and manage it. July 24, 2024 Riverhead BOE approves plan to bring resource officers to schools Is this a trend? Riverhead is in Long Island where I’m from. Is anything similar taking place elsewhere (and if so, with what effect)? “The Riverhead School Board has approved school resource officers in the high school and middle school, beginning in the 2024-2025 school year.” https://lnkd.in/gFZEvBH3 By the way, the school resource officers (SRO) “will be able to carry weapons. The decision of whether they will openly carry, or conceal them will be made by the Riverhead chief of police.” They are police officers employed by the Riverhead Police Department. Reportedly, they will be stationed inside the school five days a week. Although not too clear in the article what they will be doing, more details were provided in the Long Island News 12 broadcast and far more below; likely better than proposals I’ve seen elsewhere in the country planning to arm teachers. The officers will wear uniforms to enhance visibility. Their duties are outlined in Article II below: https://lnkd.in/gp7_PjU7 Clearly this is well thought out and planned although it seems like a lot and it leaves to be seen what a “typical” day to day role will be. I’ve no doubt that some incidents in Long Island this past school year sparked the attention of the Board of Education to seek increased security in schools, but, as well, we’ve seen a flurry of school mass shootings, and here we are about 6 weeks away from the start of another school year when many parents all over the country will be voicing their concerns about the safety of their children. "After a teenage gunman killed 10 people at Santa Fe High School in 2018, Texas lawmakers mandated that all school police officers receive training to better prepare them for the possibility of confronting a mass shooter. The law, which required that such training occur only once, didn’t apply to thousands of state and local law enforcement officers who did not work in schools. Four years later, officers who descended on Uvalde’s Robb Elementary School, a vast majority of whom were not school police, repeatedly acted in ways that ran contrary to what active shooter training teaches, waiting 77 minutes to engage the gunman. An investigation published in December by The Texas Tribune, ProPublica and FRONTLINE revealed that about 30% of the 116 state and local officers who responded in May 2022 did not get active shooter training after graduating from police academies. Of those who had, many received such instruction only once in their careers, which at least eight police training experts say is not enough. As part of the investigation, the news organizations conducted a nationwide analysis to examine active shooter training requirements and found critical gaps in preparedness between children and law enforcement. Episode 4: School policing is 5% law enforcement. An officer should be an educator, mentor, and problem solver. Justin Seals is the Director of Operations at St. Paul’s Episcopal Day School, former School Resource Officer unit leader, and U.S. Military veteran. We discussed: -Justin’s career as a Navy Corpsman, Army Chaplain, patrol officer, school police officer, SRO unit supervisor, and school security director. -How school policing has changed and evolved post-Columbine, post-Sandy Hook, post-Parkland, and post-Uvalde. -Differences in safety and security at public schools compared to private schools. -Systemic gun violence, gang violence, and teens who habitually carry guns every day on campus. -Dealing with students who are armed with knives and guns in ways that doesn’t risk escalating a police intervention into a shooting on campus. -Being a role model for students, creating relationships, and being proactive in defusing conflicts. -Mentality that a successful school police officer needs to have each day is completely different from a patrol officer working on the street. https://lnkd.in/ezNkXpub
