Placing responsibility for a units barracks on civilians is a huge mistake. You want a simple solution build barracks, HQs, motor pools, armories etc that belong to a unit in the same local area. Don’t flip flop these spaces when units deploy, they must remain always part of the same unit/organization. When the unit deploys use that time to conduct more intrusive maintenance cycles. Unit integrity and responsibility are essential- pride in ownership!!!! Then get the units leadership into these facilities. Maintaining the habitability, organization, and cleanliness of these spaces is a leadership/command responsibility. Senior leaders need to walk around and inspect- frequently. When you find a unit failing to maintain the standards relieve the entire chain of command. A burning ship keeps the rest of the fleet in line! Yes we must remove outdated facilities and other initiatives outlined in Marine Corps Barracks 2030 but if we pass off taking care of our Marines and their facilities to a separate civilian chain of command when mold and other issues arise, and they will, the finger pointing will begin and our Marines will suffer. Individual and small unit discipline begin in the barracks, it’s the foundation of every unit. “Take charge of this post and all government property in view” and as the commader I’m responsible for EVERYTHING MY UNIT DOES OR FAILS TO DO! This is more about pride in being a Marine, and the responsibility of command then it is about a flashy new 2030 document and resources. Semper Fidelis needs to be more than a bumper sticker!
Barracks 2030 will improve Marines' quality of life through consolidation into the service's best barracks facilities, demolition of aging infrastructure, hiring professional civilian managers and resident advisors, contracting on-call maintenance teams, conducting in-stride renovations, and improving furniture maintenance cycles.
