Frontieri Consult has completed the final evaluation of the Health of Ethiopian Animals for Rural Development (HEARD) project, funded by the EU. The HEARD project successfully addressed veterinary service delivery in the Oromia, Amhara, and Somali regions of Ethiopia by strategically aligning itself with national policies and EU priorities. Frontieri’s evaluation team identified both the strengths and weaknesses of the HEARD project's implementation, along with valuable opportunities and potential challenges for future projects. ABSTRACT The coronavirus disease 2019 (COVID-19) pandemic has brought to light a glaring issue faced by the research laboratories housing and experimenting on animals. As humans become more empathetic towards the welfare of animals, regulatory and ethical considerations surrounding the experimentation carried out on them has now become a major responsibility of these organizations and facilities. They need to ensure that animal wellbeing is not compromised at any time. To warrant this, especially in epidemics, a contingency plan needs to be put in place. In government organizations, the authorities from the top to the individual personnel working at the various facilities need to work hand-in-hand to allow these plans to be executed well. The plans, tediously put together, include risk assessment, mitigation of the risk as well as recovering from the adversity. Emphasizing on the underlying responsibilities of the government, the institutions and the facilities, which include various approvals, online meetings, transport of essentials goods, personnel trainings, stocking up essentials, etc. is essential. The disaster management plan for epidemics that provides guidelines on how to cope up with the situation during crisis, recuperate and restart the routine activities once things resume as per normal would be highly useful. This would secure animal care, welfare as well as the interests of the researchers working on these animals. This review article aims to describe a disaster management plan for handling similar situation if arise in future. Philippines’ battle to control ASF continues Within Asia, further cases of African swine fever have been reported in domestic pigs in Indonesia, Nepal and Vietnam, and among South Korea’s wild boar population. In the Philippines, there continue to be successes in the control of African swine fever (ASF) in some provinces, while others succumb. Of the nation’s 82 provinces, 60 are struggling to control the disease, reported Philippines Star this month. Just 11 provinces have recorded no ASF cases so far. At the end of last month, the veterinary authority of Nepal notified WOAH about three further ASF outbreaks on pig farms. Starting in the period January 12-30, all of these affected premises located in one of two adjacent districts in the central province of Gandaki. Directly impacted were a total of 166 swine. These bring to 43 the total number of ASF outbreaks in Nepal since March 2022, with more than 24,500 pigs directly affected. Two ASF outbreaks on South Korean pig farms reported in January have been confirmed to WOAH. The nation’s first outbreaks in 2024 started in mid-January. OIG News | GACC Issues Announcement to Prevent the Entry of HPAI From Mozambique Into China Recently, #Mozambique authorities reported to the World Organization for Animal Health (#WOAH) that there is an outbreak of highly pathogenic avian influenza (#HPAI) of H7 subtype in their poultry farms.   To prevent the spread of this outbreak to #China, on Nov 1, #GACC (China’s customs) issued GACC & MARA Announcement No. 157 of 2023. The announcement includes the following content:   1. Direct or indirect #imports of poultry and related products from Mozambique (whether originating from unprocessed #poultry or processed products that still pose a risk of disease transmission) are prohibited.   2. Poultry and related products shipped from Mozambique starting on Nov 1 will be #returned or destroyed. Products shipped from Mozambique prior to #Nov 1 must undergo strict quarantine inspections and laboratory testing. They will only be allowed to enter China if they pass both inspections and testing.   3. Importing poultry and products from Mozambique via mail or personal carriage is also prohibited. If found, these items will be returned or destroyed.

OIG News | Russian, and Chinese Specialists Discuss Project on Protocol for Exporting Russian Pork to the Chinese Market-Part I   #Specialists from the #GACC of China completed a #ten-day visit to #Russia, during which issues related to the #resumption of #supplies of Russian #pork to the Chinese market were resolved. At the final meeting with representatives of #Rosselkhoznadzor, a draft protocol was considered that would regulate the rules for the export of Russian pork to China.   Chinese specialists visited a number of Russian pig-breeding enterprises where they studied the #production process at all stages - from the #farm to the #release of finished products, Rosselkhoznadzor said. At the Federal Center for Animal Health Protection and the All-Russian State Center for Quality and Standardization of Medicines for Animals and Feed, they familiarized themselves in detail with the #veterinary and #sanitary supervision system in force in Russia which allows them to counter the spread of dangerous animal-borne diseases, specifically African swine fever (#ASF). Additionally, the Chinese specialists were shown the operation of the Rosselkhoznadzor information systems that control the entire production chain.   During the discussion of the draft #protocol, which will regulate the rules for the export of Russian pork to China, it was noted that its provisions require the supply of pork from #ASF-free zones.   "Rosselkhoznadzor expressed its readiness to monitor the veterinary safety of products shipped to China and their full compliance with the requirements of the Chinese side," the agency said.

Gabon Detects First Case of Bird Flu Since 2022 Gabon’s capital, Libreville, has become the focus of concern when the World Organisation for Animal Health (WOAH) identified an epidemic of highly virulent H5N1 avian influenza, also known as bird flu. This is the first reappearance of the virus in the country since 2022. The troubling news comes amidst global anxieties surrounding the H5N1 strain. In recent years, this aggressive form of bird flu has devastated poultry populations worldwide, leading to the culling or death of hundreds of millions of birds.
