Is this effective filtered/decoupled? Time ago I saw this power supply circuit. It is powerd by a floating source, like a battery. Adding PI-filters is a good practice against EMI problems. But in this, it seems overdone, and even not effective. On the left a surge can be injected to the source (Surge + 10pF)

LW36-126 4000/50KA 126KV LW36-126 series outdoor high-voltage SF6 circuit breaker is suitable for outdoor use where the altitude does not exceed 3000m, the ambient temperature is -40℃~ +60℃, and the pollution level does not exceed Class iv. It operates on an AC 50Hz/60Hz network with a maximum voltage of 126kV. Circuit breakers are used to interrupt rated current, fault current or switch lines to control and protect the power system. It can also be used as a disconnect switch.

I had posted a couple days ago asking for information on the temperature coefficient of capacitance of modern fuseless film capacitors. Here is the vendor information, suitably sanitized. For this manufacturer and specific dielectric fluid, the coefficient is around 0.033%/deg C, so a 1% change for a 30C temperature swing. Does it matter? Mostly no, but there may be applications (highly tuned filters) where this behaviour has to be accomodated. I remember back in the early part of the 2000s, we had a filter tuning monitor attached to our HVDC filters that was so sensitive, we could see the tuning of the filter shift as the sun shone on the bank, and we could also see the very small voltage coefficient of capacitance of those very old (1960s vintage) capacitor cans.
