AI Regulations Coming in 2024

AI Regulations Coming in 2024

Summary

- The EU's AI Act, the world's first comprehensive AI law, is set to come into effect in 2024. It will require companies to be more transparent about their models' development and training, and hold them accountable for any resulting harms.

- The AI Act in the EU will notably ban some AI uses, require AI-generated content to be labeled, and allow citizens to submit complaints about AI systems when they suspect they have been harmed by one.

- In the US, AI regulation is still in development with the White House actively seeking advice from industry experts. The US approach leans towards a distributed approach to AI policy, where different agencies craft their own rules.

- China's approach to AI regulation has been fragmented, but a comprehensive "artificial intelligence law" is on China's legislative agenda. This law would cover everything, similar to the EU’s AI Act.

- Other countries like Australia, Brazil, and the UK are also planning or implementing regulations for AI. Australia is planning regulations to prevent the sharing of child sexual abuse material created by AI, Brazil is categorizing AI tools and uses by "high" or "excessive" risk, and the UK aims to become an "AI superpower" with no immediate intention of introducing any new legislation to oversee it.

- AI companies developing technologies in “high risk” sectors, such as critical infrastructure or healthcare, will have new obligations when the EU's AI Act fully comes into force in three years. These include better data governance, ensuring human oversight, and assessing how these systems will affect people’s rights.

- AI companies that are developing “general purpose AI models,” such as language models, will also need to create and keep technical documentation showing how they built the model, how they respect copyright law, and publish a publicly available summary of what training data went into training the AI model.

- The AI Act will also set up a new European AI Office to coordinate compliance, implementation, and enforcement. This will allow citizens in the EU to submit complaints about AI systems when they suspect they have been harmed by one, and can receive explanations on why the AI systems made decisions they did.

- The US is behind the EU when it comes to regulating AI. In September, the White House said it is "developing an executive order" on the technology and will pursue "bipartisan regulation."

- The UK, meanwhile, wants to become an "AI superpower," according to a March paper from its Department for Science, Innovation and Technology. Although the government body has created a "regulatory sandbox for AI," the UK has no immediate intention of introducing any new legislation to oversee it.
