Who are these enterprise developers and how can they be used most effectively?

The lowest risk enterprise developers are individuals or teams (Cadres):

  1. Are confident in their knowledge and secure in their continuity. 
  2. Possess a deep understanding of multiple facets of the enterprise  
  3. Have prior and ongoing value exchanges outside the enterprise 
  4. Can effectively deploy tools to conceptualize, develop, implement, and deploy 
  5. Are effective communicators steeped in enterprise culture and norms 
  6. Participate with the cadre of most effective people across the enterprise 
  7. Have personal expertise and history of credibility to expend 
  8. Understanding leverage of ideas to produce major impacts 
  9. Evaluate investment to return in the local enterprise 
  10. Are recognized as leaders and by leadership
