Bixal Welcomes Malcolm Harden as New Senior Vice President of Consulting Services

Bixal recently welcomed Malcolm Harden as our new senior vice president of consulting services. Malcolm has had an exceptionally wide-ranging and successful career in IT thought leadership, federal contracting, and business growth, a depth of experience he now brings to Bixal’s mission-driven work leveraging technology, communications, data, and human-centered design to drive equity, sustainability, and social good.

In the course of his 30-plus year career, Malcolm has grounded his work in the twin imperatives of economic empowerment and poverty alleviation, consistently demonstrating an outstanding ability to develop strategic business initiatives, lead high-performing teams, and deliver outstanding results. Most recently, Malcolm served as chief growth officer with Safal Partners, and he continues to volunteer as chair of ACT-IAC (American Council for Technology – Industry Advisory Council), a position to which he was elected in 2023.

“We’re thrilled to have Malcolm join us,” Carla Briceno, Bixal CEO and co-founder, said. “He brings a wealth of both expertise and experience that we know will prove invaluable as we work towards our vision of a future where governments and organizations embrace data, technology, and human-centered practices to improve the lives of all the people they serve."

In the past, Malcolm has held several senior positions at thriving firms like Safal, CGI Inc, and Microsoft Corporation, providing leadership in revenue growth, strategic partnerships, and large-scale innovation programs.

“I'm thrilled to join this fast-growing organization,” he said upon joining Bixal, “and look forward to collaborating with the outstanding team Carla has assembled. Bixal’s mission to help governments and organizations be more efficient, effective, and impactful resonates deeply with me, and its passion for delivering positive results that improve lives is one I’ve always shared.”

Long-time residents of Virginia, Malcolm and his family—his wife, two sons, and their energetic corgi—recently moved from Alexandria to Annandale. One son is a sophomore at George Mason University, double majoring in game design and computer science; the other is a talented lacrosse defenseman who plays rec, club, and high school lacrosse. In this, he takes after his mother—a land use attorney today, she was a Division 1 athlete at the University of Virginia. In addition to being a proud husband and dad, Malcolm is also a die-hard New York Jets fan who, like many, looks forward to the Jets ending their playoff drought.

As Bixal’s senior vice president of consulting services, Malcolm will oversee the development and implementation of innovative consulting strategies, ensuring that our services align with client needs and market trends. He will lead our Consulting Team, collaborate closely with Strategic Growth, drive operational excellence, and join us in fostering a culture of continuous improvement and client-centric service delivery.

Malcolm’s extensive background and professional philosophy make him an ideal addition to our executive team and a significant asset to Bixal’s broad scope of work. We’re excited to be working together in support of our clients to deliver better services and experiences to the communities they serve; in Malcolm’s words: “Our future is bright!”
