The program serves neighborhoods with high concentrations of low-income individuals; multiple signs of distress (which may include high rates of poverty, childhood obesity, academic failure, juvenile delinquency, adjudication, or incarceration) and schools implementing comprehensive or targeted support and improvement activities.
Eligibility: Higher education (IHE); An Indian Tribe or Tribal organization; One or more nonprofit entities working in formal partnership with a) A high-need local educational agency (LEA), b) IHE, c) office of a chief elected official of a unit of local government or, d) An Indian Tribe or Tribal organization
