Empowering Rural Partnerships: A Conversation with Brian Murray

Brian Murray, a dedicated State Director with over two decades of experience at USDA Rural Development in New York, shares his insights into the challenges faced by rural communities and the impactful role of Rural Development in his state.
Hailing from the small town of Peterboro in Madison County, New York, Murray's journey with Rural Development began in 2002 when he was a loan specialist. He has since advanced to become the State Director for New York.
His passion for rural America is evident in his commitment to tackling rural communities' challenges. He emphasizes concerns that range from the migration of young talent to critical issues such as infrastructure, high-speed internet access, healthcare, and housing.
Despite these challenges, Murray remains optimistic: "Several different issues face rural New York. Fortunately, this agency can address many of those challenges through many programs Rural Development provides," he said.
Emphasizing the role of partnership, Murray says, "Our role is to be a partner, to support rural communities, be a sounding board for their ideas." He stresses collaboration and connecting communities with state or federal agencies. "We might not have a program, but we can connect them to state agencies because we are partners."
Rural Development offers various programs that support rural areas, including programs for housing, community facilities, healthcare, high-speed internet, and renewable energy projects. Murray believes the agency's offerings have been a little-known secret so far among federal agencies, and he is working to bring about a broader awareness of Rural Development's impact on rural communities.
Murray shared heartwarming stories of collaboration, notably with the Saint Regis Mohawk Tribe near the Northern US/Canadian border and Mercy Flight Western, a not-for-profit emergency air medical transport in Buffalo.
The agency's involvement in addressing housing, healthcare, and infrastructure needs within the Native American community exemplifies its positive impact in New York.

"Our relationship with the Native American community here in New York, especially with the Saint Regis Mohawk Tribe, is something we have been building for the past 20 years. We have partnered with them to bring their community from the ground up, addressing housing needs, infrastructure, water and waste, several buildings, and healthcare," Murray said.
Murray states with a touch of humor: "I'm from the government. We're here to help." Drawing from experiences with the Saint Regis Mohawk Tribe and as a current first responder back home, he emphasized the agency's genuine commitment to supporting rural communities.
Director Murray, balancing civic duty and leadership, understands the vital support rural first responders need, having served as a first responder in his hometown of Lisbon, NY, since 1992. From firefighting roles to leadership positions and past involvement in the St. Lawrence County Underwater Recovery team, his commitment reaches beyond the local community, showcasing dedication to community safety and statewide development.
Additionally, Murray described how the partnership with Mercy Flight ensures timely access to emergency healthcare services in Western New York. Rural Development assisted Mercy Flight when it needed a new helicopter and worked with the Federal Aviation Administration and an insurance company to ensure financing.
"That not only helps the organization but all the people in Western New York as far as emergency rural healthcare and having quick access to those facilities through their service," he said.
As Murray spoke about his experience over the last 20 years, you could hear his passion for helping, partnering, and building relationships: "The people are the most rewarding," he said. He even expressed the significance of personal visits across the state. He believes that the strength of Rural Partnerships lies in the connections forged during these interactions. Building relationships with communities, acting as a resource, and taking the time to understand their unique challenges form the core of these visits.
He spoke about the interdependence of rural and urban areas, emphasizing that power and food sourced from rural America are vital in supporting agricultural producers and a network of businesses, schools, and communities.
Looking ahead, Murray envisions increased recognition for USDA Rural Development beyond traditional perceptions tied to agriculture. He hopes the agency's diverse programs become more widely known and foster stronger partnerships with communities, state agencies, nonprofits, and individuals.
Murray's descriptions of his work as State Director illustrate a vivid picture of USDA Rural Development across New York as a steadfast partner and friend in empowering rural individuals and communities, offering support, and fostering sustainable growth for the state's and nation's prosperity — today and tomorrow.
