Carrier discounts expected to lower average shipping costs

Despite 2025 rate increases going into effect, discounts from carriers are expected to drive a YoY reduction in average ground parcel delivery costs, according to the TD Cowen/AFS Freight Index.

Per-package ground rates are forecasted to be 28.2% above the index’s January 2018 baseline. This would result in a reduction from 28.8% in Q1 2024. 

Normalized demand and “persistent discounting activity” are key forces driving the reduction.

CBP proposes new De Minimis regulations

U.S. Customs and Border Protection (CBP) has published plans to restrict de minimis tariff exemptions for certain low-cost imports. 

Many have argued that the de minimis tariff exemptions have given an unfair advantage to foreign eCommerce companies.

The changes aim to improve national security and end exemptions from import duties for numerous types of low-cost shipments. Under the new rules, the CBP aims to:

  • Make certain goods ineligible for duty-free imports under de minimis exemptions
  • Increase the information collected on products being imported under de minimis exemptions
  • Clarify that “one person” importing goods under $800 in value in one day (an important provision of de minimis rules) is the purchaser/owner of the goods, not the seller

What is % Express?

Express % refers to the percentage of your total shipments that are sent using an express or expedited shipping service. 

Why is tracking % Express important?

It is important to track what percentage of your shipments use an express service for a couple of reasons. If you are shipping a high percentage of express shipments, you will first want to validate that you need to use an express service type. Ground is a cheaper solution if you don’t need the benefits of Express. If you validate that express is needed, you’ll want to consider negotiating discounts with your carrier on these service types - as they will have the biggest impact on your bottom line.
