Netherlands is Calling: New Requirement for Pan-EU FBA Sellers

Amazon has announced that having an active offer on amazon.nl will be a requirement to enrol products in the programme. This update applies to existing and new sellers, and while there's no confirmed date yet, Amazon will give you at least 30 days' notice before it goes into effect.

Let’s break down what this change means for you as an Amazon FBA seller.


What is Pan-EU FBA and why is this relevant?

Pan-EU FBA allows you to store and ship inventory across Amazon's European fulfilment centres. By storing inventory in multiple centres, you can fulfil orders faster and cheaper, reaching customers in different EU countries with ease.


What are the current requirements?

Currently, Pan-EU FBA sellers need active FBA listings with the same SKU in:

  • Germany
  • France
  • Italy
  • Spain

You need to store inventory in at least two of these countries and ensure your products comply with relevant regulations.


So, what's changing?

This update adds the Netherlands as a required listing location, which means you'll need active listings there, in addition to the other Amazon EU stores mentioned previously, to qualify for Pan-EU FBA.


Will Amazon support sellers during this change?

Don't worry, Amazon understands there might be situations where you can't list in all five countries, and will introduce exemptions for products with inactive offers in one or two required stores due to:

  • Category-specific requirements (like local language listings)
  • Product restrictions
  • Blocked seller accounts

These exemptions will also apply to the Netherlands once it becomes mandatory.

What about VAT?

No need for a new VAT number! However, EU businesses registered for the Union One-Stop Shop (OSS) may need to account for VAT in the Netherlands. If you're outside the EU, Amazon will account for VAT on supplies of goods to consumers in the EU.
