Safeguarding Elections and Securing Democracy in the Age of AI, Disinformation, and Deepfakes

The ease with which generative AI can create disinformation and deep fakes has raised serious concerns about its potential impact on ongoing and upcoming political elections around the world this year. How can artificial intelligence interference be limited or eliminated in elections? But what exactly are the dangers, and what can we do to mitigate them? The following four recent articles examine these questions.

KEEPING AI OUT OF ELECTIONS

 This article discusses the significant concerns surrounding the potential impact of generative AI on the integrity of the 2024 U.S. presidential election. It highlights insights from the American Association for the Advancement of Science (AAAS) Annual Meeting, where experts deliberated on the dangers posed by AI-generated disinformation and strategies to mitigate them.

 Jennifer Golbeck, a computer science professor at the University of Maryland who has been studying how information spreads on social media for years, underscores the failure of social media platforms to enforce their policies during the 2020 election, leading to the proliferation of misinformation. However, she notes the effectiveness of enforcing rules, citing a significant drop in misinformation following the de-platforming of Trump and his supporters after the Capitol attack.

 The discussion extends to the legal realm, with Jessica Selinkoff from the Federal Election Commission (FEC) addressing regulatory limitations in combating AI-driven political campaigns. While regulations exist, they are narrow in scope, prompting calls for broader amendments to address the evolving landscape of disinformation.

Vivek Krishnamurthy, a University of Colorado Law School professor,  highlights global instances of AI manipulation in elections and stresses the urgency of regulatory measures. He points to the European Union's AI Act as a model for effective regulation but acknowledges the time constraints before the November elections in the U.S.

 In response to these challenges, Krishnamurthy suggests industry initiatives like Meta and OpenAI's efforts to combat AI interference. He also emphasizes the importance of supporting local journalism and initiating a broader societal conversation to tackle technological threats to electoral integrity.

DEEPFAKES OF BOLLYWOOD STARS SPARK WORRIES OF MEDDLING IN INDIA ELECTION

 Deepfake videos of A-list Bollywood actors Aamir Khan (pictured, right) and Ranveer Singh (left) criticizing India Prime Minister Narendra Modi (center) have gone viral. The videos, which call on viewers to vote for the opposition Congress party, have generated concerns about the use of AI to influence the nation's ongoing general election. Reuters found that the videos had been viewed more than 500,000 times on social media since last week. At least eight fact-checking websites determined the videos to be altered or manipulated, but it remains unclear who created them.

THE AMERICAN SUNLIGHT PROJECT JOINS FIGHT OVER ONLINE DISINFORMATION

The formation of this project underscores the growing divide over the issue of identifying and countering disinformation, particularly as the 2024 US presidential election and elections in major democracies are underway or loom.

Experts fear that voters may struggle to distinguish real from synthetic content, especially with the rapid advancement of this technology. In India, political parties are leveraging AI for personalized outreach, creating digital clones of party members to disseminate campaign messages. This innovative approach promises efficient communication but also underscores the need for ethical guidelines in the growing AI election landscape.
