Ever thought about what happens to critical community facilities during power outages? Texas has, and they're taking steps to keep essential services running smoothly! Introducing SB 2627, the latest legislative effort to boost energy reliability through the innovative Texas Backup Power Packages. Let's break it down! 

Key Points: 

1. What’s a Texas Backup Power Package? (Sec. 34.0201, Utilities Code) 

  • An independent, multi-day power source designed to operate separately from the main grid. Importantly, they cannot be used to sell energy or for market purposed 

2. Purpose: (Sec. 34.0202, Utilities Code) 

  • To design, purchase, install, and use backup power for critical community facilities, ensuring they stay operational even during power outages. 

3. Commission Duties: (Sec. 34.0202, Utilities Code) 

  • Form an advisory committee to recommend grant and loan criteria. 

  • Collaborate with experts on creating standard specifications for these backup packages. 

4. Funding: (Sec. 34.0204, Utilities Code) 

  • Grants and loans provided through the Texas energy fund. 

1. Grants cannot exceed $500 per kilowatt of capacity 

2. Loans can cover procurement and operating costs 

  • Must meet specific standards: disconnect from the grid, run independently for at least 48 hours, and support up to 2.5 megawatts. 

  • Mix of natural gas/propane with solar panels and batteries, or electric school buses. 

Why This Matters: 

Texas is making sure that hospitals, emergency services, and other critical facilities have reliable backup power. This means during any grid failure, essential services continue without interruption, safeguarding our communities. 

Where Are We Now? 

The Public Utility Commission of Texas is currently setting up an advisory committee to decide how to distribute the grants and loans. Here's their timeline and tasks: (PUC Ruling §25.515) 

1. Timeline: 

  • By October 1, 2024: Submit recommendations on which backup power projects should receive loans or grants. 

  • Provide a report with recommendations on the application process for grants and loans. 

2. Tasks: 

  • Recommend criteria for grants and loans under PURA chapter 34, subchapter B. 

  • Submit meeting minutes, reports, and recommendations to the commission and make them publicly available.
