Transport East News: November

£47m funding allocated to improve the East's bus services

We’re delighted to see the Department for Transport’s latest funding allocations for councils’ Bus Service Improvement Plans (BSIP) for 2025/26. Each authority is set to receive:

  • Essex – £16,616,289
  • Norfolk – £14,859,945
  • Suffolk – £8,159,881
  • Southend-on-Sea – £2,541,467
  • Thurrock – £1,909,202

Local authorities in the East will also receive an additional £2.9m in Bus Services Operators Grant to support services that might otherwise be unprofitable and at risk of withdrawal.

In response to the government’s announcement, Will Quince , Chair of Transport East said:

“This £47m of funding for next year will allow the East’s local authorities to step up the delivery of their ambitious bus improvements across the region. Plans include support for essential routes, improvements to bus stops, and increasing the reliability, frequency, and hours that bus services run. The Secretary of State for Transport has also acknowledged that rural communities are particularly vulnerable to poor bus provision. We especially welcome this focus, as it is an area that Transport East’s Rural Mobility Centre of Excellence has been advocating for.

“Buses are the most accessible public transport option, vital for connecting people to work, education, healthcare, and leisure in a sustainable way. They particularly benefit older and younger people, as well as those with no private transport. They support both urban and rural areas by reducing traffic and improving air quality. We know that when buses are reliable and affordable, more people use them, increasing their positive impact.”

A landmark occasion for Lowestoft as Gull Wing Bridge officially opens

Her Royal Highness The Princess Royal has officially opened the Gull Wing Bridge in Lowestoft and our Chair, Will Quince, was invited to be part of this historical event.

Listed in our Strategic Investment Programme as an important scheme to support our regional transport strategy, the bridge opened to the public in September and is already benefiting pedestrians, cyclists, and vehicles, and will help support growth across Suffolk and Norfolk.

Reducing car use isn’t just an urban challenge – it’s a rural one too

Our Regional Rural Mobility Manager, Sharon Payne , shared valuable evidence at the Transport Planning Society's Transport Planning Day on how rural mobility can adapt to reduce car use, including the need for more public transport routes, subsidies for services, and investment in infrastructure that supports active travel.

Innovative rural transport solutions: Four projects in the East among eight selected for accelerator funding

We were delighted with the news from Connected Places Catapult that four projects in the region have received financial backing in an accelerator program, which aims to bring innovative transport solutions to rural areas. These projects have ambitions to make travel safer, greener, and more accessible, with new ideas tested in real-world settings. The successful Eastern projects are:

  • Mobilityways IVORA (Increasing Vehicle Occupancy in Rural Areas) Working in partnership with Transport East, Norfolk County Council and the Queen Elizabeth Hospital Kings Lynn, Mobilityways will trial two innovative methods of measuring car occupancy.
  • Alchera Technologies, in partnership with Norfolk County Council, has a Behaviour Travel Model which can support rural authorities make better mobility decisions.
  • BetaStreet, in partnership with Suffolk County Council, with their RuralStreets 360 project. This is an online platform helping transport teams work with rural communities to identify issues and create solutions together by using a purpose-built version of street design and visualisation software.
  • Intelligen International Limited's PowerPOD. A unique, high security, self-contained e-bike charging station which is available in the Broads National Park.

HGV drivers share their views on rest stops

A recent survey from Transport Focus asked more than 7000 lorry drivers about their experience at rest facilities. The survey revealed that nearly half of lorry drivers are dissatisfied with the quality and number of suitable places for HGVs to stop. As a region which sees a high level of freight movements, the results provide valuable insight and recommendations for improving quality, safety and parking capacity.

Our Chief Executive Andrew Summers shared his views on the survey and how it could support our partnership work to enhance the freight sector:

“I welcome the findings from Transport Focus’ report to understand the views of people using Lorry Driver Facilities. The evidence included provides valuable insight to enhance the case for improvements and reflects comments we’ve heard directly from the industry.”

"The East is an international gateway for goods entering and leaving the nation, with 50% of the UK’s container volume moving through our ports. To support this scale of trade effectively, lorry drivers need access to safe, secure and welcoming rest stops along their routes. By improving roadside facilities, the freight and logistics sector can further improve the essential movement of goods on behalf of businesses and consumers across the UK."

Thank you to our Local Authority partners for your valuable insight

Throughout November, members of the Transport East team travelled across the East to meet with the region's Local Transport Authority teams. These workshops helped us understand our partners' priorities, current challenges, and what support would be most beneficial to help achieve their objectives.

We’d like to extend our thanks to everyone who took the time to meet with us and update us on their transport strategies, plans, and work programmes. These insights will be crucial in ensuring we can continue addressing regional transport needs to support economic growth and help people thrive.
