This is version 3, after discussions with Steve Borron, Doug Spence, a few colleagues at #SkyGeo, #AAM, the matrix is shaping up as usable. Choosing a Risk Opportunity (Low Risk Status) and then building your data acquisition, assessment, awareness, and analysis program on top of that -- offers a good pathway to a #noevent operational site. Data supported and informed meetings, and reported documentation adds to a library of knowledge, focus, and practice that changes onsite working manner, relationships, and outcomes.
