New CVC Policy Letter 24-02: "Application of Fishing Vessel Construction Requirements" The Coast Guard has released CVC Policy Letter 24-02, detailing construction requirements for commercial fishing industry vessels as specified in 46 U.S. Code § 4503. This policy provides guidance on alternative compliance options for certain fishing and fish tender vessels between 50 and 180 feet in length. Key Points: * Outlines alternative requirements under 46 U.S.C. § 4503(d) for vessels built after the Coast Guard Authorization Act of 2016. * Covers vessel design, construction standards, project oversight, and post-construction documentation. Notice of Intent: Programmatic Environmental Impact Statement on Ballast Water Management The Coast Guard is seeking public input on the potential environmental impacts of accepting new viability testing methods for Ballast Water Management Systems (BWMS). This follows the final Policy Letter 02-22, which outlines the process for evaluating these methods. Key Details: The Coast Guard will assess proposed testing methods that determine organism viability in ballast water. A Programmatic Environmental Impact Statement (EIS) is being prepared to evaluate the environmental impacts. The Coast Guard established a Geographic Information System (GIS) layer for OREI developers to access Coast Guard case data required to be analyzed under NVIC 02-23. This data is required to complete a Navigation Safety Risk Assessment as part of the Construction and Operations Plan for Offshore renewable Energy Installations, required by the Bureau of Ocean Energy Management.

The Office of Merchant Mariner Credentialing is seeking applications for 12 membership positions on the National Merchant Mariner Medical Advisory Committee (NMEDMAC). The vacancies include eight positions for health-care professionals with particular expertise, knowledge, and experience regarding the medical examinations of merchant mariners or occupational medicine; and four positions for professional mariners with particular expertise, knowledge, and experience in occupational requirements for mariners.
